Current Fund Balance: Amount Budgeted: $57,000 Recommendation: It is recommended that the City Council take the following action: Adopt Resolution Authorizing the Position Allocation of Building Inspector I in the Community Development Department. 1. ^ First reading of Ordinance approved~unanimously, or with unanimous. vote to allow posting prior to second reading 2. ^ First reading of Ordinance approved without unanimous vote: Ordinance has been published/posted prior to second reading; see Attachment 3. ^ Other action requiring special riotice: Notice has been given, see Attachment Summary Statement: - The workload in the City's building division demonstrates the need for the full-time position of Building Inspector I. Revenues generated since the beginning of the fiscal. year support this additional expense. Therefore, it is recommended that the City allocate the position of Building Inspector I. DISCUSSION: Due to revenue .shortfalls, the Community Development Department was reorganized and the position o€Building Inspector I was abolished in Resolution 2008-184. The duties and responsibilities of the Building Inspector I are being performed on a part-time hourly basis. Thee field inspection workload in the Building Division has increased and the Community DevelopmentDepartment.is now available to provide services to the public four days per week. This has increased the workload both in the office and in the field. The Building Division believes. it necessary to have a Certified. Building Inspector available during .most of the time that the Community Development Department is open to the public in order to answer code related questions and provide assistance with over=the-counter permit issuance. In addition, code enforcement activity has increased due to expiring permits and foreclosure related matters. A full-time rather than apart-time Building Inspector position will assist with the increased workload and in providing customer service~to the public. 3. .FINANCIAL IMPACTS: For the period July 1, 2009 through October 5, 2009 {fiscal year 2009-10 to date), building service revenues collected were $275,5.88. Building service expenditures for the same period were $131,629. Building. service revenues exceed expenditures for this period by $143,959. A part-time Building Inspector I is .currently employed on an hourly basis, and .works approximately 32 hours per week. The estimated-current cost of the position through the end of the fiscal year is $57;933. The recommended action would result. in a 25% increase in salary and re-.establish, employee benefits,. for an estimated cost.of $86,159 through the end of the f seal year. These costs are expected to be :fully recovered by program revenue. Resolution No.2'009-XX 1V.C.S. of the City of Petaluma, Califoa-nia RESOI,U'I'TON AUTHORIZING THE POSITION ALLOCATION OF,BUILDING INSPECTOR I'IN TIIE COMMUNITY DEVELOPMENT DEPARTMENT WHEREAS, the workload and revenues in the Community Development Department Building Division demonstrate the need and' provide an adequate funding source, for afull-time position of Building Inspector I; and WHEREAS, the field inspection workload in the Building Division has increased and the Community Development Department is now open to provide services to the public for four days per week; and WHEREAS, the City wishes to have a Certified Building Inspector available to the public to answer code-related questions and to provide assistance with over-the-counter permit issuance work; and WHEREAS, due to revenue shortfalls-.the position of Building Inspector was abolished in Resolution 2008-184 and the duties and responsibilities of the Building Inspector I continue to be performed on a part-time basis; and WI~EREAS, Building Services revenues exceed expenditures and it appears that the Development Services Enterprise Fund is now recovering and it remains difficult to predict future construction and permit activity and revenues; and WHEREAS; for the foreseeable future the full,-.time position of Building Inspector I will assist with the increased workload, provide increased services to the public, and. is cost effective. NOW; `TIIERE]FORE, BE IT'RESOLVED that .the Cty'Councl does. hereby authorize the position allocation of Building Inspector I in the Community Development-:Department effective with the: adoption of this Resolution.
