In my profession I analyze property for .the purpose of arriving ~at an opinion of value. I utilize
applicable General Flan and zoning regulations to determine highest and best use. Understanding
the application of these documents to a,property, a neighborhood., or a community has prepared me
for objective;analyses of land uses. I have been a member of SFARC since July 2007, and.I have
..had the opportunity review and approve large projects such as Quarry Heights, smaller projects as
well as historic review of the North River Landing project, and the' Burdell Building:
Maximizing the utility of a, scarce; resource is the goal. Achieving this objective in a thoughtful and
sensitise manner is'the' challenge: Environmental influences are necessary considerations in the
development of Iand..Where development should occur and. what. uses are besf suited to a
particular area:are factors:;gi~en great weight. I think my experien'ee and perspective will serve. the

Short term economic development relies on efficiency in management of existing resources,:consistentdnd effective maintenance of
building stock, application of~growth;and land use policy consistentwith the city's goals and objectives, balanced pedestrian and
.vehicular accessibility, good condition of existing infrastructure, and variety in availability of consumer products. and services. In other
words, a healthy and robust mix of community activities coupled with desirable goods and, ervices located appropriately to meet the
needs of the community. Long term economic development relies on the manner in which and how well all of the above items are
carried out in the short term. A city does not have to follow he example ofevery other city to assure its economic viability. Every city
has something unique to offer. Petaluma has the elements and potential forrobust downtown urban ehvironrnents on both sides of
the highway.. I think long term economic•sustainability requires identifyingthe unique qualities and characteristics in the city, and
developing them to the greatestextent possible. atlentification of superior locational factors for different uses of land are key factors in
how well Petaluma manages and develops its economic fufure.

I see.newer and older buildings. Some ofthe older buildings are beyond their economic-life: They continue o be used buYtheiriunctional utility is outdated limiting. Thenewer
buildingsare efficient in achieving maximum productivity. 6ecause'tfiey`are currentto General Plan and zoning,development standards. Residential neighborhoods make up a
large portion of the city's and area, some are bider, some are newer. The newer neighborhoods are made•up of~largerhomes:,on hillsides, a sign of scarcity of land
resources. Older and newer industrial areas;are also part of the,mix. The downtown area,has the added°amemty of the;Petaluma River and the turning basin. There is the old
styleshopping center across the rives from downtown which I can walk~to via a pedestrian bridge. Theshoppng center'itself has a few acres of parking and a few buildings
around the perimeter: This shopping centerin its location is.a'prime candidate for good infill development.;As.l perceive things, the older buildings partially contribute
economically to the overall benefifdf the city,;while+the newerbuildings and promote greater economic potential:
Environmental influences in Petaluma indudettie:Petaluma River; thesurrounding hillsides, and the enormous,ritibon of asphalt in Highway 101 with all itsbenefitsand
adversities it carries on it: Petaluma also lids an incredible climate, one<of.the largesYwetlands in lfie nation,,Shollentierger Park.iswithin the city's limits, and Petaluma has
an incredible system of creeks and rivulets feeding into thelarger river system which flows io the San Francisco Bay. All these amenities and attributes contribute to the
quality of the City of Petaluma and should betaken care of through,the process of sensitive planning and development with the least impact.
TheGeneral Man (P,Idh) is the guiding'document="and vision for the ;City. How would you interpret the policies:
ahd goals articulated in the plan? ,How flexitjle would you. be. and would,you feel comfortable not approving;

Understanding and interpreting the spirit and intent of the language written in the city's General Plan is critical to the
cooperative and harmonious development of`fhe city. I am simultaneously an optimist and a realist, I consider myself a
fair minded person regarding the need for and the importance of development in Petaluma..
I would interpret policies and goals based on the.oVerall objective of the General Plan: When the objective is to allow
development. in a defined :area,,. I would look at the context of what is being proposed for its consistency and compatibility
with the starrounding~area': There'is ialways going to be some degree of flexibility that needs to be exercised in the
decision making,process, `There could>be instances where the allowed land use may be in conflict with the area
characteristics .These situations have to be studied and. analyzed to arrive at~the most beneficial outcome. As a Planning
Commissioner my role'is to understand the intent of the General, Plan and to interpret within its policy to achieve its goals

To promote'the hisforic, cultural, and physical aspects of Retaluma, I would:
1. Support development°thaf integrates the existing character of Petaluma while meeting future demands.
2. Prioritize development that promotes better pedestrian and vehicular circulation, .and

First, I would encourage. smart and appropriate land uses in flood plain areas. -
The city has maintained a program with the.Army Corp of Engineers to.address flooding and has done a good job in that
regard. The. city has also.enhanced tfie creek cleanup program to remove debris from. water ways and storm, drain
systems to allow the free flow of water to the river., Upstream areas at the north end of the city have been kept clear to
increase capacity during simultaneous rain storm and tidal influences. I would continue to support these existing
programs and improve them as new information is learned.

Population growth and traffic congestion. are °almost synonymous. Since ,population .growth will continue; we must look at
different ways°to rel"ieve traffic~congestion. I would encourage and support transit oriented, developmentthat minimizes
traffic impacts.. Projects in the' city~cepter that facilitate pedestrian access would be~a high prior:ify.

The core of any cify'is usually where orie finds the #allest buildings and'the highest population density.
.Infill can occur anywhere: It can be on a small scale or a large scale, Jnfill implies redevelopment of underutilized land to a
more intense use. The terror infill typically applies to residential development of~urban.property. Residential infill in the
PCSP district in mixed use projects is encouraged. Infill is necessary; if maximizes opportunity. Through infill a city further
develops its character. .
With respect to infill and, the urban growth boundary new development. needs~to include the commercial component such
as the neighborhood'market; the bakery, the cafe~,•even the small bistro for a cup of soup for example, These elements
contribute to the idea and richness of neighborhood character, and'their presence lets the residents in the neighborhood
get their services without having to get in a ear.
