With that said, I believe tfiaf'it is•the responsibility of this panel of appointed citizens to adhere and uphold the 2025 General Plan. I believe'that appointing and aicinging aAdiverse group of representatives is critical but;we cannotstopthere -this panel must be willmg;and fully engaged to work together by°following the scope and'purpose of the:General Plao and adhering`to the Guiding`P~ihciples. 'We are experiencing a downturn thata great deal of us have have. never seen before, I do' not think.we can begin to know where the bottom is and what things will look like when we finally get there. What we can do now is work together grid formulate what we want our future to look like when we • begin to trend up again,•because we will trend up again: 1 would like the future of'Petaluma to include a vibrant tourism industry that`focuses on the unique distinction chat the City of Petaluma has in being. the;''Gateway'fo Sonoma~County". We have ary opportunity to support local business and capitalize on our ever-expanding "Petaluma Gap"wine industry, rich "rivertown" history, fine dining and movie destination hot spot. ~Imac7ine yourself,as a visitor to Petaluma. To me, one of the,most notable aspects of Petaluma is our quaint and charming .downtown. with its great shopping,~rich' history and outstandirig:architecture. I. can'. imagine.a•,person thinking as, l once did "What a great place, I would love to live here!" Petaluma is undoutitably a destination that people want to come back'to. 1 think visitors would be _hard pressed to overlook the.amount of vacant buildings'foc•lease and homes for sale on both the east and west side"s of town, but;yet parking continues to be hard to come by no matterwhat side of town lam on, which I find. encouraging as it proves tome that "the more things change, :the more they stay the same", meaning despite the. economy, people::ar:e still-getting oiat to dine, shop and enjoy their community. When I first started visiting Petaluma and:vvas living in San Anselmo, I was immediafely.struck with the beautiful hillside scenery and lack of noticeable housing impacti'ng'the~ridgeline that seemingly impedes most of Marin County: It was quite clear tome that great strides had beerrtakento protectthis environment and iny'immediate thought was how unfortunate other communities'did' not do.the same: " .fhe General PIar7 (Plan) is the guiding document aid vision for the CiCy.` Hovv;wouldyou interpret-the policies arid. goals articulated in the plan?. How Flexible would you bP and would you feel comfortable not approving,. s ecrfic land uses allow;ed.in the Plan?, Given that this..document has been adopted and implemented by Petaluma's' City Council, I believe that it is my civic duty tp uphold the policies,and goalsarticulated in the:Gener-al Plan. My interpretation is arid should be similar to that of our city leaders and'the citizens of Petaluma, as public participation was a critical.component'in the preparation process (p.i-5): In terms of specifcland uses, l-do not believe in a "one-size" fits all model.. I'thirik that it is imperative that each ciccumstance,:be reviewed on a case;py,case basis: I feel every strongly that the. development should stand on its own merit and openly'include all mitigating factors. Y - Given thatthe.citizens of Petaluma overwhelming passed (by 80% of the vote (p. 11-39) the UG6 ih 1998 and that '`infilUresidential growth projection"was a key issue with both residents and appointed City officials-when the 2025 General Plan was taking shape{p. i'-6),: it is imperative that we seek alternatives to existing and future development by redeveloping with mixed-use, pedestrian friendly concepts in mind. While:the General Plan clearly outlines programs foi''residential infill, we need to bridge.the gap and include commercial development as well. I hold infill to the same standard as I~do land use and I do not believe in a "one-size" fits all' model. Again; I think that it is imperatiye<thateach circumstance;. be reviewed on a~case by:case basis that outlines how the development will impact and correlate with the surrounding area in which the'development is to occur.
