RECONVENE 7:00 p . m. PRESENT: *Davis, Sobel, Woolsey, Cavanagh, Balshaw, Vice Mayor Tencer, Mayor Mattei (*Due to illness, Councilman Davis left at 8:40 p . m. ) PLEDGE, OF ALLEGIANCE The Pledge of Allegiance was recited. MINUTES The October 6, 1986 minutes were amended as follows: Page 495 - Reso. 86-269 NCS - add, "The plan of action to make schools safe havens from drugs shall come back to the Council by January 1, 1987. A Street Historical District, ,~~ ,~:_ Page 496 - -first paragraph, revise sentence to read "Accessory structures such as garages, sheds, barns and gazebos, shall be designed to be compatible and in keeping with, but not necessarily identical to the architectural style of the main structure. Strike second paragraph. Replace it with "'The Councils' intent i~s that interpretation of the State recommended guidelines on any portion.. of the structure that is out of sight of the str-eet shall be that their design should be in keeping with but not identical to that of the main structure." The Council directed staff to put a "statement of intent" regarding accessory structures in the body of the ordinance, and, the intent of this ordinance is to maintain the appearance of the neighborhood to the general public, the view from the street being most important. Helistop, page 500 - change "helistop" to "heliport" on Resolutions 86-279 and 86-280. 3 Lucchesi Park, change "Council Members" to "City Manager" . The October 7, 1986 minutes were approved as submitted. CONSENT CALENDAR The following items were approved by the adoption of a single motion which was introduced by Jack Cavanagh and seconded by Brian Sobel. RESO. 86-284 NCS JENKINS CLAIM Reso. 8 -283 NCS authorizing the City Manager to settle Claim #85-3209 (Jenkins) in the amount of $8, 221.04. The Jenkins property is 700 West Street. (There is a problem with claim - number, one page says its 85 claim, the other says it is 86 claim. ) ** ** END OF CONSENT CALENDAR **** ORD . 1666 NCS A STREET HISTORICAL DISTRICT Ord. 166 NCS was rescheduled to be heard on November 17, 1986 ORD. -1667 NCS DIAMONDHEAD UNITS Adopt Ord. 1667 NCS authorizing sale of real property located at 720 Petaluma Boulevard South, Petaluma Unit No. 5 and Unit No . 49 of the Diamondhead Project . AYES: Davis, Sobel, Woolsey, Cavanagh, Vice Mayor Tencer, Mayor Mattei NOES: Balshaw ABSENT: None RESO. 86-285 NCS RIVERWALK -JOHNSON GUTHRIE Reso. 8 -285 NCS rejecting all bids for the river/walk project. Two bids were received: Munkdale - $622,222 and Valentine $597, 369. The low bid was $372, 369 more than the architect's estimate. The Councilmembers expressed their disappointment in the bid results. 4 After some discussion about drainage, handicap ramp at the Keller .Street Garage connection to the Golden Concourse and the appointment of a committee to work with staff on this, it was agreed that Mayor Mattei would appoint a committee by the next meeting . The committee will study the project in depth, come back, with suggested alternatives for developing this walk-way connector with the River, the costs of the alternatives, a program to complete the project including suggestions for funding sources in 90 days. As an early solution for handicapped shoppers, it was suggested that 4 handicap parking spaces could be created on Kentucky Street at the Golden Concourse. EMPLOYEE SUGGESTION PROGRAM The Council reviewed the proposed Employee Suggestion Program with Assistant City Manager Gene Beatty. A number of changes were made to the proposed program. The Council directed staff to incorporate the suggested revisions and to have the program operational by January 1, 1987. RESO. 86-286 NCS CASA GRANDE USE AGREEMENT Reso. 86-286 NCS approving the Joint Petaluma School District. Introduced Seconded by Michael Davis. The Council .agreed .that. if any funds remain from this project, they should be used for additional fields at Casa Grande High School. Bond Counsel Daniel Bort of Sturgis, Ness, Brunsell and Sperry, and Charles Lee of Birr, Wilson & Company were present to answer the Council's questions. Planning staff and the Council discussed the comments received on the EIR and the City's addendum proposed responses . An Amended page 6 will be attached to • the . EIR. City Engineer Tom Hargis advised that the current river dredging spoils site has room for two more river dredgings which occur approximately eV,ery four years. The hearing was opened. NOES: None ABSENT: Davis PETALUMA PEOPLE SERVICE CENTER Recreation Director Jim Raymond noted that during the past few months, Staff has been meeting with the Petaluma People Services Center and St. Vincent de Paul Kitchen Program to determine the feasibility of coordinating programs at the Ellwood Community ..~ ., Center. , One of the goals established • during the 1986-87 budget hearings was to look at alternative means of financing programs which were previously supported by :Revenue Sharing Funds. By considering joint use of the facility, -'both agencies would realize the benefit of an expanded kitchen, a central location for the afternoon Senior Nutrition Program, and a site for the relocation of the administration offices .for the People Services Center. 8 October 27, 1986 The request before the City Council is to: Approve the concept of joint use of the facility by the ;two agencies and continue coordinating their need requirements.. Present the City Council a draft development plan and Joint Use Agreement between the City, Petaluma People Services Center, and. St. Vincent de Paul for approval. Council concurred with the proposal.
