TOUR OF URBAN SEPARATOR -WEST SIDE
The City Council and City Manager toured the site of the proposed
Urban Separator.

MINUTES The October 6, 1986 minutes were amended as follows:
Page 495 - Reso. 86-269 NCS - add, "The plan of action to make
schools safe havens from drugs shall come back to the Council by
January 1, 1987.

Page 496 - -first paragraph, revise sentence to read "Accessory
structures such as garages, sheds, barns and gazebos, shall be
designed to be compatible and in keeping with, but not necessarily
identical to the architectural style of the main structure.
Strike second paragraph. Replace it with "'The Councils' intent i~s
that interpretation of the State recommended guidelines on any portion..
of the structure that is out of sight of the str-eet shall be that their
design should be in keeping with but not identical to that of the main
structure."
The Council directed staff to put a "statement of intent" regarding
accessory structures in the body of the ordinance, and, the intent of
this ordinance is to maintain the appearance of the neighborhood to the
general public, the view from the street being most important.
Helistop, page 500 - change "helistop" to "heliport" on Resolutions
86-279 and 86-280.

#85-3209 (Jenkins) in the amount of $8, 221.04. The Jenkins
property is 700 West Street. (There is a problem with claim
- number, one page says its 85 claim, the other says it is 86 claim. )

RIVERWALK -JOHNSON GUTHRIE
Reso. 8 -285 NCS rejecting all bids for the river/walk project.
Two bids were received: Munkdale - $622,222 and Valentine
$597, 369. The low bid was $372, 369 more than the architect's
estimate. The Councilmembers expressed their disappointment in
the bid results.

After some discussion about drainage, handicap
ramp at the Keller .Street Garage connection to the Golden
Concourse and the appointment of a committee to work with staff
on this, it was agreed that Mayor Mattei would appoint a committee
by the next meeting . The committee will study the project in
depth, come back, with suggested alternatives for developing this
walk-way connector with the River, the costs of the alternatives, a
program to complete the project including suggestions for funding
sources in 90 days.
As an early solution for handicapped shoppers, it was suggested
that 4 handicap parking spaces could be created on Kentucky
Street at the Golden Concourse.
EMPLOYEE SUGGESTION PROGRAM
The Council reviewed the proposed Employee Suggestion Program
with Assistant City Manager Gene Beatty. A number of changes
were made to the proposed program. The Council directed staff to
incorporate the suggested revisions and to have the program
operational by January 1, 1987.

from this project, they should be used for additional fields at Casa
Grande High School. Introduced by Michael Davis., seconded by

ASSESSMENT DISTRICT 10 (Industrial Avenue) and 14 (Downtown
Parking Garage
Finance Officer Juelle-Ann Boyer said there are no written
protests on either assessment district. Bond Counsel Daniel Bort
of Sturgis, Ness, Brunsell and Sperry, and Charles Lee of Birr,
Wilson & Company were present to answer the Council's questions.

Planner Kurt Yeiter presented the draft EIR on the Petaluma
Marina and Office Park. Planning staff and the Council discussed the
comments received on the EIR and the City's addendum proposed
responses . An Amended page 6 will be attached to • the . EIR. City
Engineer Tom Hargis advised that the current river dredging spoils site
has room for two more river dredgings which occur approximately eV,ery
four years. The hearing was opened. There being no one wishing to

PETALUMA PEOPLE
SERVICE CENTER
Recreation Director Jim Raymond noted that during the past few
months, Staff has been meeting with the Petaluma People Services
Center and St. Vincent de Paul Kitchen Program to determine the
feasibility of coordinating programs at the Ellwood Community
..~ ., Center. ,
One of the goals established • during the 1986-87 budget hearings
was to look at alternative means of financing programs which were
previously supported by :Revenue Sharing Funds. By considering
joint use of the facility, -'both agencies would realize the benefit of
an expanded kitchen, a central location for the afternoon Senior
Nutrition Program, and a site for the relocation of the
administration offices .for the People Services Center.

The request before the City Council is to:
Approve the concept of joint use of the facility by the ;two
agencies and continue coordinating their need requirements..
Present the City Council a draft development plan and Joint
Use Agreement between the City, Petaluma People Services
Center, and. St. Vincent de Paul for approval. Council
concurred with the proposal.
