Remove the Varnhagen Property from within the Urban Limit Line.

Principal Planner Mike Moore presented the background: The Varnhagen
property is a +123 acre property presently under Williamson Act contract
located between Putnam Regional Park and Western Avenue. Currently
40 acres are within the Urban Limit Line. Approximately one-third of
the property is within the Environmental Design Plan (EDP') boundary on
the existing General Plan and designated Suburban Low Residential (2
dwelling units per acre) . Under the proposed plan, the entire property
is within the Urban Limit Line and designated Rural Residential (2 to 5
acre 1 unit per 2 acres minimum lot sizes) and Urban Separator.
Neither designation threatens the Williamson Act status; nor does it imply
imminent annexation.

League asked questions relating to Agricultural Preserves.
Steven Varnhagen, property owner - was neutral on Sonoma Highlands,
allowed Daon option on proposed road through his property, has no
current plans for development, would like to be included in Urban
Separator.
George Spragens, 2617 Western Ave, - putting this property within
Urban Limit Line is premature, was prepared to sue City at the time
Sonoma Highlands was approved.

Betty Altuvilla, 505 D Street - representing the Petaluma Area Citizens
League, urged full disclosure at public meetings.

There was no one else wishing to speak.
City Attorney Joe Forest ~ advised that Williamson Act contracts to preserve
agricultural land are ten year contracts with automatic, annual one-year
extensions between the property owner and the County. There is no
cancellation or reduction of term of the contract unless application is made by
the property owner. Only then does the contract's ten-year term begin to
decrease towards expiration .
Build-out ' assumptions used in the Sonoma Highlands Environmental Impact
Report for this property were 80 dwelling units. The adjoining Scott
property (westside) was also assumed to be developed with 80 dwelling units.
It was noted that th'e net change in developable land from the current Urban
Limit Line., which crosses the middle of the property, and the proposal to
include the entire parcel within the Urban Limit Line is reduced by 20 acres
which is the size of the proposed Urban Separator on the site.
City Manager, John Scharer advised that the County has expressed its desire
to have the City of Petaluma annex the regional park which adjoins the
Varnhagen property.
It was moved by Mayor Mattei, seconded by Vice Mayor Tencer, to
approve the Planning Commission recommendation to leave the Urban
Limit .Line at the most westerly edge of the Varnhagen property,

A portion of the Conrow property along East Washington is designated as
Neighborhood Commercial on the existing General Plan. As proposed,
....::the same strip is shown . as .Public and Institutional to be used as a
Gateway. The Gateway concept :as discussed by the sub-committees and
General Plan Coordinating Committee was to establish a place that,
through landscaping and other features (signage, informational kiosks,
etc .) , clearly and beautifully mark the entry into Petaluma. A gateway
3~ ,.r site was chosen on this property because of its proximity to the freeway
• off-ramp and it would conveniently serve westbound travellers. The
. - Gateway designation would require extra ordinary landscaping and design
criteria.

Planning Commission recommendation and to make General Plan map arid;
text. amendments as worked out among the staff, Naphtali Knox and the
attorney for the property owners

of the property Thoroughfare Commercial; rrmaintain the Gateway on ,the
site but move the "G" designation so that it represents both ~side's~ of
East Washington between 10.1 off-ramps and Ellis Street, and to amend
Program 12 (p. 35. DGP) , ,the Glossary definition of "Gateway" and
specific portions of the narrative on pages 34 ..and 35 (D.GP) of the plan
for all Gateways proposed for the City to provide clear intent and
adequate direction for gateway improvements ,as a condition of f,~
development .

The property is presently vacant except for some agricultural uses and.
one residence.; it is designated Planned Residential (7 dwelling units'.~~per
acre) on the existing, General Plan map: The present proposal, 'Urban
Standard (2,.1 to .5.0 dwelling units per acre) and Neighborhood Park
was recommended by the General Plan Coordinating Committee. in order to
provide for development compatible with adjacent properties and provide
for an open space in an area completely built up .
The Planning Commission. recommendation was to leave the park
designation and redesignate the residential portion to Urban Diversified
(5.1 to 10.0 dwelling units per acre.

Gary Filippini, Penngrove - currently there is a .proposal for an 80 .unit
development: on this property. Mr. Filippini called attention t'o 3
neighborhood parks and a community athletic .facility, within a. ;z mile
radius of this property; he submitted copies of earlier corresp'ondenee
sent to the Planning Department urging reduction of the park
requirements .

Naphtali Knox, General Plan Consultant, noted the text states that
neighborhood parks shall be within a z mile radius of a residence, but
that there should be no barriers to cross to reach such parks. Barriers
were described as arterials,, among other things. This property fronts
on two arterials. After considerable discussion about parks, density,
and development burdens:
It was moved by John Balshaw, seconded by Michael Davis, to remove
the "park" designation and designate the entire property as Urban
-, ~ Diversified with a Tot Lot Park within the project.

The property is immediately east of the proposed and existing Urban
Limit Line. Mr. Lawrence intends the property be used for agricultural
. and tourist related uses associated with his winery and possibly a bed
and breakfast inn in the historic Victorian house on the site.
Speakers:
Barry Lawrence, 2900 Sonoma Mountain Road. He said the property is
not included within the Penngrove Specific Plan or the Penngrove Sewer
District and it has two Postal. Zip Codes. The County of Sonoma plans
to place the property in an historic zone thus precluding Mr. Lawrence
from pursuing the winery/bed and breakfast business. Staff noted Mr.
.Lawrence could annex to the . Penngrove Sewer District. The Planning
Commission and staff recommen dations were to leave the property outside
the Urban Limit Line.
It was moved by Michael Davis and seconded by Brian Sobel to include
the property within the Urban Limit Line and give it a 'Mixed Use'
designation .

Include property north of Corona Road and eas of the NW.PRR
right-of-way within the Urban Lirnit Line and the Corona/Ely Specific
Plan Area..

Mr. Scott owns .four properties (50 -acres.) which initially hard been
included within .the Corona./Ely Specific Plan Area along -with,. other
properties along the north side of Corona up to Ely Boulevard. Because
of numerous objections by area. residents to crossing over Corona Road
with Specific Plan boundary, the line was pulled back to include only
those properties south of Corona, thereby excluding these Scott parcels.
Speakers:
Tom Scott requested inclusion of this property with a "Study Area"
designation. Elmer Scott asked when the City is planning to construct a
Highway IOI .on and off ramp at the Corona Road/Highway .101
overcrossing .
Noting that the property owner. would have. an opporturi~i~ty to request a
General Plan change at a future time when a development proposal has
been submitted to them,

The school district anticipates a need for an additional elementary school
site on ,the west side, centrally located in the southwest corner of the
City. Presently, the draft Land Use Map does not show a site ~n the
area.

Request data from Petaluma School District regarding the need for a new
school site in the southwest corner of the City. If the data so justifies,
amend the General Plan text accordingly.

Change Neighborhood Park designation on Old Adobe School District
property at the southeast corner of Caulfield and Crinella
(A. P. No. 007-050-09) .

The existing General Plan map designates the site as Urban Low
Residential (5 dwelling units per acre) . It is proposed as a
Neighborhood Park site on the new General Plan map . This
recommendation came from the General Plan Coordinating Committee
during its early discussions on the land use map back in April. The
school district wishes to sell the property and has requested that a
"residential designation" be placed on it.
