The Council's intent is that those parcels requiring SPARC approval are subject to Program 28 and possibly additional approvals. The concern is the possibility that colors approved by SPARC could be changed to something less suitable. -. T-BEES The possibility of listing significant public and private trees on the geo base computer program was discussed. Recess: 5:00 p.m. to 7:00 p.m. 38 MAP ISSUE - HOLMBERG, PROPERTY Request - Restore portion of property that had been designated Service Commercial on existing General Plan map but is now shown entirely as park on the proposed General Plan map . Requested by -Alan Holmberg (owner) Mr. Holmberg's property is located east of Lakeville Street and nor•.th of. the Petaluma River. The.. existing, General Plan map shows the property as approximately 1 / 5 Service Commercial and •4 / 5 Neighborhood. Park . In preparing the proposed General Plan map the non-park portion was eliminated probably by mistake so that the entire site is shown as neighborhood park. • The hearing was opened and closed. It was Council consensus to support the Planning Commission recommendation to restore that portion of the site now designated as Service Commercial to the Mixed Use designation while ~keepn?g the remainder as Neighborhood Park. MAP ISSUE - REYNAUD PROPERTY Request - Redesignate the. lower portion of the property located at, the end of English Street (A. P. No. 008-073-01) from Suburban--to 'Urban Standard. Requested :by -Henry Reynaud (owner) The parcel, is 8 acres located at the end of English Street with ~ Dana Street ,serving as the northern boundary. It is vacant and the existing General Plan designation is Suburban Low Residential (2 dwelling, ~>units per acre) . The property rises from an elevation of 125 feet near the rear of the. lots on Melvin Street up: to ..275 feet . at its westerly boundary. The surrounding development :is at a hi'gh'er density than Suburban densities and designated at Urban Standard; however' it is questionable, because of topography, whether the lower portion of the .property could carry a higher density as requested under current development standards without clustering units--which is not compatible with surrounding uses. .. Council consensus was to approve the Planning Corrimssion recommendation to redesignate the lower portion of the property `U'rban Standard (to a depth of approximately 200 feet) with the remainder as Suburban. 1 39 .MAP., ISSUE - PG&E Request -Redesignate various properties owned by PG&E. _~ , Requested by -Don Marquardt, PG&E 1 There are four PG&E properties shown on the General Plan map: the '' Lakeville Substation at Frates and • Adobe; the substation on Wilson near • East Washington; the substation at' "E" and First Streets; and an equipment. yard on Corona between McDowell and 101. PG&E would like the Lakeville Substation off the map because it's outside the Urban Limit Line; change the "D" and Firs-t Street substation to Community Commercial because it will be phased out within five years; and make the designation on the Corona yard consistent with other PG &E properties . ;} The hearing was opened and closed. Requested by - Various property owners in the area. The properties on the north side of Bodega are designated as Suburban (0.6 to 2.0 dwelling units per acre) ; properties on the south side are .designated Urban Standard' (2. , l to 5.0 dwelling units per acre}. On the existing General Plan map, the north side properties are shown as .Suburban Low Residential (2 dwelling units per acre), the south side as Urban Low Residential (5 dwelling units per acre) . Until that occurs: then Council concurred with the Planning Commission recommended to~ leave ` designations in the area as proposed (Suburban) . MAP ISSUE -MILLER./RONSHEIMER Request - Move the Urban Separator .across the' eastern property arie of the ±90 acre Ronshemer/Miller pr.operfy located at the northeast corner of Ely and Casa Grande and. the Agricultural designation.. Requested by -Nita Miller' (owner) Mrs. Miller's property has three designations proposed for iti: Urban.. Standard on that portion between Ely Boulevard and the Urban Separator, Urban Separator, and .Agricultural east of the•Urban Separator. The Agricultural portion is outside of Urban Limit Line; the Agricultural and Urban Separator portions are. both within the Inner Approach Zone of the, Municipal Airport. ..The: Inner- ~ Approa'ch is the second most sensitive ~of ~ all 'airport safety ca~tegor-ies and City policy severely rlimits land. uses. In fact, the City's attempt to purchase property in the north .Inner Approach 'Zone (north of Washington.) for recreation and flood control is based on the need to protect• the' area from other uses . It was Council. consensus to ,approve the Planning Commission recommendation to remove ,the .angled portion. of the Urban •Separ`„ator (that following the Eastside By-Pass) from the Miller property; adjust the Urban Separator and Urban Limit Line so that it runs straight across the Miller property at a minimum width ~of 3'00 feet. ' MAP ISSUE - GOW PROPERTY Request -Remove the Public and Institutional (Transit) designation from the Gow ,property at McDowell, .Corona and_ the .NWPRR. _ .. .- Requested by -Barry Parkinson (on~ behalf of Clinton Gow) . ' MAP ISSUE -KING PROPERTY Request - Change the designation on property at 1400 "I° Street from Suburban (2.0 dwelling units per acre) to a higher designation to be consistent with existing development densities on adjacent subdivisions. Requested by -Helen King (owner) The subject property is currently in the County and is designated Suburban (2 dwelling units per acre) on both the existing and draft land use maps. In her letter she refers to the adjacent Jonas and Adams subdivisions as having 10,000 square foot lots and she would like the same opportunity. Overall project density for the Jonas subdivision is 2.4 dwelling units per acre and for Adams (which is in the County) it is 2.3 dwelling units per acre . The hearing was opened. It was Council consensus to approve the Planning Commission recommendation to change the designation to Urban Standard (5.0 dwelling units per acre) which is the next higher residential category. The modification is to emphasize the density as up to 5 dwelling units per acre. TEXT ISSUE -TRAFFIC & NOISE CONCERNS The Council concurred with the proposed text changes suggested. by Cynthia Bowman with the additional reference to limiting truck speeds to help reduce noise. TEXT ISSUE -AIRPORT LAND USE POLICIES Sonoma County Planning Department as staff to the County Airport Land Use Commission (ALUC) has requested by phone conversation with City staff that policies concerning land use within the various zones if the Petaluma Municipal Airport already approved by ALUC and the City of Petaluma be included verbatim in the draft General Plan.
