MINUTES OF A CITY COUNCIL
MEETING GENERAL PLAN HEARING

PUBLIC HEARING:
HOUSING ELEMENT .
The Council resumed the public hearing and their deliberations on the General
Plan.,
Consultant Naphtali Knox pointed out the sections. of the Housing Element that
were added at the direction of the State of California. The Housing Element
was reviewed page by page, as were the General Plan Chapters the Council
has already reviewed. The staff and consultant will rework some of the
tables to make them all use the same census and other data bases. Where
more current data than the 1980 census is available . staff and the consultant
will create additional working tables for the Housing, Element,. The Council
also asked for more specific information on household size; i.e. ratio of 3.
person, 4 person households to enable the City to estimate the housing needs
for 2 or 3 or 4 bedrooms .
Emergency Shelter - The Council asked for more data on the use of
Emergency Shelter; i.e. the number of persons requiring this type::_of
housing. -
Affordable Housing - The map. showing possible sites for affordable
housing will be 'revised. to eliminate projects . that have already been
approved for other types of housing .
Growth Management - The Council may consider an increase in the
annual goal of number of housing units constructed for low and extra
low income housing , _ .
In Lieu Housing Fee - The Council agreed to lower the triggering
number of housing units from 16 or more housing units to 5 or more
housing unit subdivisions for collection of the fee in lieu of .providing
low income housing
Planned Unit Development (PUD) - The intent of the PUD zoning is~ to
encourage innovative planning.

Innovative Planning - Developers .should apply innovative planning to all
neighborhoods.
The Council continued consideration of the Housing Element to the next
scheduled General Plan hearing at 3 p.m. on December 8, 1986.
Recess: 9:25 p.m. to 9:30 p.m.
Steven Bailey of .McBail Corporation said his company will submit a letter on
the Council's suggestion that "semi-custom" houses be integrated into
sub divisions .
Zoning Ordinance Revision
Planning Director Warren Salmons discussed the steps towards the Zoning
•i .Ordinance update. The Council concurred with his suggestion that the
t ::City .retain a consultant to work with City staff; the major part of the
~~ work •will be done in-house with Principal. Planner Mike Moore as staff in
' charge of the update, that as many persons as possible who are involved
-in the use ~ of the Zoning Ordinance have an opportunity to make
suggestions for improving the effectiveness and clarity of that document.
Growth Control System
The City Council concurred with Planning Director Warren Salmons
recommendation to retain Naphtali Knox and Associates to work with his
staff in streamlining and updating the Residential Growth Control
System. The Council expressed its desire to have the first draft in
working form by the end of February, 1987.
It was suggested that a Study Session be scheduled on this subject. Perhaps
a facilitator/consultant and users/user groups could participate as well.
The meeting was adjourned at 10:15 p.m.
