Mayor Tencer, Mayor Mattei ABSENT: Cavanagh HOUSING CHAPTER - continued from December 2, 1986, on the discussion of Growth Control, the City Attorney advised that there needs to be justification for an approximate limit for growth. It was the Council's consensus that the annual allocation of the Residential Development Control System will' be 500 dwelling units exclusive of very low income dwelling units. The threshold size of subdivision triggering affordable housing participation of developers was reduced from 16 units to 5 units or more. The meeting was adjourned at 5:10 p.m. The next General Plan hearing will be December 15 at 3:00 p . m. ATTEST: Cit Clerk Patricia E. RESO. 86-325 NCS SK_ YPARK ESTATES FINAL MAP Reso. 86-325 NCS approving the final map of Skypark Estates located near Garfield Drive. STATUS REPORT . .,,.r :,City Engineer Tom -Hargis explained that the delay in the Lakeville .,,, ~« .,; Assessment District has been due, to CALTRANS. They have • -=experienced several changes in personnel on this project; CALTRANS " ,,has required several design changes; specifics of the design that earlier . - CALTRANS employees had approved are no longer approved. The City Engineer has scheduled a meeting with this State agency to try to iron out the differences. RAINIER PLAN LINE REPORT City Engineer Hargis showed two possible plan line, maps. to the City Council, one crosses the railroad "on grade" and the other is an "above grade" crossing . The Planning Department has begun the Environmental Impact Report process. Staff may come to the Council at a later date `with suggestion to retain a lobbyist type of specialist who assists in the coordination of processing projects through State agencies. There was discussion about potential land use on the westerly side of the freeway; access from one side of Rainier (west of the freeway) to the other if there is a solid raised base at the incline to the overcrossing and if there is a structural incline. 58 The staff will contact the property owner about his land use plans, in the area. The matter was continued to the .first meeting in February for a report. , Statues Reports. Requested The Council asked for updates on both the Ely/Corona Specific Plan and the Payran Bridge every 60 or 90 days. The City Council discussed Flood. Plain .policies with staff ~ -members . The focus was on the stretch of Petaluma River in the Willowbrook and Denman areas and Industrial Avenue. The policy discussed is the Council's intent that any fill brought `into a project site, within a Floodplain area., for any purpose including but riot limited to raising a building pad, parking lot, landscape area, etc. ; be •~offset by the .removal of a like amount of material. Material may be removed from any portion of .the site, includin-g. the Floodway or .from another site.• within, the immediate area. The Council is not requiring an offset for :material ri excess of the, 100 year base flood level. (the 100 year flood level is established by the Federal Insurance Administration as a range in e'levat'ion from 25 to 29.6 feet above. mean sea .level) . The meeting was adjourned at 9:35 P.M.
