Floodplain Development Policy
The Council clarified their intent regarding the manner of - calculating a
zero net change of water displacement- resulting .from construction ~in the
Floodplain. It is the: C.ouncil's intent that any fill broughf .int'o a project
site, within a Floodplain area, for any purpose including but not. `limited
to raising a building pad, parking lot, landscape area., etc. , be offset
by the removal of a like amount of material. Material may be removed
from any portion of the site, including the Floodway ~ or from another "site
with"in the immediate area. The Council is not .requiring an offset for
material in excess of the. 1.00 year base flood level. (the. L00 year flood
level is :established by the Federal Insurance Administration as a range
in elevation from 25 to 29.6 feet above mean sea level) .
ALCOHOL ABUSE
AND USE BY MINORS
Police Chief Dennis DeWitt -gave a summary of efforts: regarding., 'alcohol
problems among 'the young people of Petaluma. Efforts~•'have been
_ .focused on two areas; educating about .~alcohoi abuse and enforcing. all
applicable laws pertaining fio alcoliol.use and abuse ~by minors.
The Petaluma schools, Service clubs, Retailers Aginst Serving.. Minors
and Decoys (RASMAD) , Petaluma People -:Serv ices Center an:d~ .'the'
McDowelh Drug Task Force are..involved along with the police department:.
Training classes for ret ailers- are being put together "by RAS'MAD
members for presentation in January 1987. The police department will
assist with this training.

The enforcement part of our plan is to always act when we have specific
~, information that a business is selling alcohol to minors. Surveillance and.
"attempting to buy. alcohol with a decoy are two methods we will employ.
Another i enforcement strategy is to analyze our own internal data in
relation. to alcohol related arrests and contacts . A form used by our
-= ~ ~ ~ ~:-~. officer-s. when they contact minors with alcohol provide us with fairly
accurate information as to where minors are getting alcohol covering
~~" ~. areas such a's home, adults., other minors, or businesses where minors
•:~ -~ .? are obtaining alcohol. We will cooperate with A.B.C. on alcohol related
,~ problems .because of state mandates on A. B . C . to regulate licenses . The
goal is not to punish minors but to minimize their opportunities to violate
alcohol related laws.
The Council. accepted the .Chief's .report.
MOSQUITO ABATEMENT
DISTRICT POLICY QUESTION
In response to a request sent to . all agencies from the Manager of the
Mosquito District the City Council suggested the Marin/Sonoma Mosquito
::Abatement District Board of Directors_ established their own attendance
rules to deal with .sporadic attendance of their members .

required off-site. drainage' improvements on McNear s Avenue. ..Staff is
recommending the development ~ also ~ participate in the. cost of a traffic

SPEAKERS: Emil Mogel, Joe Harn a resident in the area who. had
furnished the Council with a petition -'containing. 110 aignatures'. - The
petition. expressed concern about the "potential off-site adverse impacts
should the project proceed without some upgrading of existing drainage
structures." He noted here is work being done on the hill now (tYii`s is
soil stabilization -work required of the- development.)
- ~ It• •• was 'the Council consensus that the soil stabilization should be
completed by- January 1.
DESIGN GUIDELINES: There shall be design guidelines for this any any
other custom. home projects. These guidelines will be referred to the
City Council prior to approval of the final map. . -.•
COVENANTS., CONDITIONS & REGULATIONS: It is the intent..of~ the
City Council that the Covenants, Conditions' and Regulations for: this
subdivision shall contain .language 'that. would allow City crews to enter
the properties and clear clogged storm drains (and bill the Homeowner's
Association) •if the homeowners do . not..maintain ..them. annually; The
mechanism for the homeowners too bear this cost could bey their
association or other acceptable legal mechanism.
Prior to the Council votes on• these items, Emil Moge1 asked .permission to
do corrective drainage work off-site in an amount equal to and in lieu of
the storm mitigation fees due this subdivison. The Council concurred

CITY COUNCIL
RULES OF PROCEDURE
The City Council reviewed the proposed revisions to their Rules of
Procedure. The revisions incorporate State 'Brown Act (open meeting
law) amendments which become effective January 1. The major changes
are the addition of a 15 minute "Public Comment" agenda item, the
posting of the agenda 96 hours prior to each Regular and Adjourned
meeting, and the requirement that discussion is limited to items that are
- listed on the posted agenda with few exceptions. No new subjects will
be responded to at the meeting . They will be referred to staff as
appropriate. The City Council directed staff to have their Council
agenda packets delivered no later than Thursday prior to the Council
meetings .
Staff will bring back the revised procedures at the December 22 Council
meeting for adoption.
LAKEVILLE HIGHWAY
PLAN LINE
City Engineer Hargis reported that CALTRANS is processing the sound
wall and plan line at a more rapid rate. It is expected that CALTRANS
will have accomplished a sufficient amount of work to be able to have
timetables for the sound wall construction and assessment district
hearings by the second meeting in January.
