V. 23 P. 76 REGULAR MEETING OF THE PETALUMA CITY COUNCIL .MONDAY, JANUARY 5, 1987 ROLL: 3:00 p.m. PRESENT: Davis, Sobel, Woolsey, Balshaw, Vice Mayor Tencer, Mayor Hilligoss ABSENT: None The Pledge of Allegiance was recited. OATH OF OFFICE City Clerk Pat Bernard administered the Oath of Office to: M. Patricia Hilligoss -Mayor John Balshaw - Councilman Brian Sobel - Councilman Larry Tencer -Councilman School Board Members Allan Andres Wesley Ebert Joann Scott REMARKS Fred Mattei expressed his appreciation of the Council and staff, for their cooperation and dedication to the City and for their good- working relationships. ~ . .Patty Hilligoss also expressed her appreciation for the citizens' vote of confidence in her by electing her their Mayor and she complimented the Councilmembers as being a very dedicated and a very active team. PRESENTATIONS Fred Mattei was presented with an elegantly painted 90 gallon black garbage can. The decoration was a multicolored flowered eagle holding golf clubs and fishing poles with its feet and with a round white emblem ~ hat said "FREDALUMA" . MINUTES: The December 15, 1986 minutes were amended as follows: Page 3, Reso. 86-334 NCS, third line -change Floodway to Floodplain-. Same page - Alcohol Abuse: third line last paragraph change 'caia'. to 'will' . Fourth line up from the end change 'need' to 'will' . Page 5 - add 'mechanism' to end of first paragraph. Seventh line last paragraph correct spelling of 'exceptions'. eighth line - delete 'be referred to the City Manager's office, They will' . The sentence should now read, "No new subjects will be responded to at the meeting.," Then add, "They will be referred to staff as appropriate." The December 22, 1986 minutes were amended as follows: Ord. 1672 NCS - Purchase Gray Property - Add a sentence as follows: "The Gray's will receive five additional units for this action.. This was removed from the Consent Calendar. Patricia Hilligoss expressed her appreciation for the ' opportunity to serve the citizens as Mayor for the next 4 years and said ~ how very much she is looking forward to working with this Council. AIRPORT COMMISSION The Council and staff reviewed the proposed ordinance to change the Airport Advisory Committee to a Commission. Don Smith, Chairman of the Committee, said 'the Committee is supportive of the proposed ordinance. The Council made several changes including one member may be a non-resident with a Petaluma mailing address; and including "they shall serve at the pleasure of the Council. " It was moved by Michael Davis, seconded by Vice Mayor Tencer, to have the Airport Commissioners serve at the pleasure of the Council. AIRPORT COMMISSION- APPOINTMENT - The Council agreed to consider the appointment of Airport Commissioners at the second meeting in February. V.23 P. 80 January 5, 1987 DRUG PREVENTION PROGRAM- IN SCHOOLS Police.. Chief.. DeWitt, Captain Pat Parks :and Officer Peggy Swearingen described the various drug and. alcohol abuse .programs offered by t'he Police, The Family Education Center, Petaluma Peoples Service .Center, McDowell Drug Task Foree, Retailers Against Serving Minors and Decoys, and the Petaluma Boys and Girls Club. These group's are coordinating their programs. to reduce duplication to the extent possible.. They feel these programs are successful because of the redticti_on :in juvenile offenses. PROPOSED METHODS OF DISPOSAL _,,". City Engineer Hargis, .:Staff Engineer Jeff Bunnell., .and Supervisor Jim Harberson discussed the alternatives before the Santa Rosa City Council to discharge their wastewater. Reuse at Geysers - Indirect disposal to the Russian .River -'~ The treatment level provided at .the (Laguna.) plant would. be increased :.from the present secondary treatment to advanced wastewater areatment with nutrient .removal. The advance- treated effluent would then be "applied to the .rapid infiltration ystem (and) would percolate into' the groundwater and flow toward the nearest water course, the Russian River through at least one hundred feet of soil. " Sonoma. County Water Agency obtains its water from the (Russian)', river at two locations, the Wohler and Mirabel intakes. Both intakes- corisist of several wells that extract water from. the river gravels . Water from the two intakes is blended and disinfected before delivery to the water agency's customers. The Council asked staff to prepare a letter for Mayor Hilligoss! signature outlining. the City's position opposing the percolation ponds as well as the old Tolay ~7alley : reser-voir. alternatives . :'~ t . GOAL SETTING MEETING Saturday, January 24, 1987, 10:00 a.m. Lucchesi Park Senior Center COMMISSION/COMMITTEE MEETING , The Council scheduled January 26, 1987., at 3:A0 p.:m. to develop ,the , agenda .for the Council/Commission workshops. The workshops with' the Commissions will be scheduled in February. GENERAL PLAN MEETINGS The continuation of the General Plan hearings will be at 3:00 p.m., on. January 12, 1987.
