NCS suspending collection of School Facilities Fees for residential construction in the Waugh School District in response to the tr.rrequest received from the Waugh School District. The State Legislature has passed legislation allowing School Districts to levy and collect fees on development projects. The Waugh School District has taken action to levy such fees . The Council's consenses are:. . ° The rp oject -boundaries : northern boundary will be Corona Road., the Gow property the triangular parcel at McDowell.., Corona and the NWPRR) and the property across McDowell (J&D Automotive):., Not to include properties fronting on the north side of ' Corona Road. ° Consultants : to be a joint effort of -Knox and Associates ("the General Plan ,consulting .;firm) and .Wagstaff and Brady., since both firms know the community and the project area, thus shortening start-up and research ,time. It is the City's experience that they do high quality work and, both firms work very well with. staff and decision-makers . ° Agreement between City and those participating in the financing i ° Financing .Agreement - , the plan is being financed . through a 'per-acre' coinmitmerit from interested property owners. or agents. Credit for the "contributions" will be given at ;the .time of development of the property. Some specifics of the agreement shall be : : ,, ° Annexation. January 12, 1987 V.23 P.87 Sequence of Capital Improvements - Should improvements be made piecemeal as development occurs or more comprehensively covering all or specified segments of the specific plan area prior to development? What kind of .trigger mechanism should be used to initiate improvements within the Corona/Ely area? ° Transportation Improvement Needs -The Council asked staff to look at the foreseeable capital improvement expenditures we know there will be needed. It was noted that this Council will not be supportive of any development if traffic is reduced to Level D . . The area should be considered for implementation of "transfer of density" rights that are being included in the new General Plan. The Cost/Revenue impact information will be included in the EIR. A committee, composed of Councilmembers and Planning , Commissioners, will be appointed by Mayor Hilligoss to work with staff and the consultants on this specific plan. ~.~~~ :~Rece~ss 8:30 to 8:40 HAMILTON FIELD EIR The City Council concurred with the proposal to retain John Wagstaff to review the Hamilton Field (Novato) Environmental Impact Report (EIR) to assist .the City in preparing its response to the City of Novato proposal to build 2, 500 housing units and develop a primary employment bast of 12,000 jobs at the former U.S. Air Force Base Hamilton Field. ' Mr. Wagstaff will critique the EIR methodology assumptions, and stated impacts, discussion of secondary employment, the adequacy of . recommended mitigations, make suggestions for additional mitigation measures relating to the Hamilton Field EIR, and discuss the proposed regional shopping center (on the east side of Novato off Rowland ' Avenue) that has been in the City of Novato's planning process for several years. Regarding the potential impact on U.S. Highway 101 traffic the Council questioned what alternatives there are if .widening Highway 101 North to Petaluma is not feasible, questioned how ' the additional .transit busses will be paid for, questioned the figures used on employee trips that may be generated (2, 500 employees and 16, 000 employee trips to and from Petaluma) , suggested the Metropolitan Transportation Commission should be participating in the EIR and asked ' staff to obtain a copy of CALTRANS comments to the EIR. The first hearing is scheduled for January 22, 1987. Mr. Wagstaff's report is ' expected to be completed in one week. V.23 P. 88 January 12, 1987 CROSS CONNECTION WELLS PROPOSED .ORDINANCE - - - - • City Engineer Tom Hargis described the proposed regulations which would introduce additional requirements upon water customers who have both working wells •and city .water utility service by requiring installation of back flow prevention devices to protect the City's water from being mixed with water from other sources . Also regulated by the proposed ordinance are industrial•~~•flui~ds .which may be - contaminated "in such a concentration as could constitute. a health, system, pollutional, or plumbing hazard if .introduced •into an' approved water supply." The Councl:.suggested that staff• look at the possibility of drawing water from safe- wells should drought conditions be experienced again. FINANCE OFFICER - LEAVING CITY EMPLOYMENT - City Manager Dolan Scharer advised the Council that this is Jue11e-Anrr Boyer's last Council meeting as City Finance Officer. She 'wi'll be working for a public utility in Alameda County. She was ~ complimented for her dedicated and high quality performance. ._,.~ .
