MINUTES OF A REGULAR MEETING
OF THE PETALUMA CITY COUNCIL
MONDAY, JANUARY 20, 1987
ROLL CALL: 3:00 p.m.
PRESENT: Davis, Sobel, Woolsey, Cavanagh, Balshaw, Vice Mayor Tencer,
Mayor Hilligoss
ABSENT: None
The Mayor and City Council went on a guided tour of the wastewater
treatment plant. Envirotech staff made a presentation describing the various
steps in treating the City's wastewater, conducted the walking tour, and
described the computer program they are using .

WATER RUN-OFF
:. Mr. Hans Schneider, 190 Jessie Lane, Petaluma (outside corporate City
.. .. Limits) . He feels there is a subdivision located in the City that drains onto
his property; he attributes the loss of 13 oak trees and 22 lambs to this
drainage. He said that he traced a heavy summer water flow up to a
swimming pool being pumped out into the street and subsequently draining
onto his property. Currently Mr. Schneider is processing a subdivision
through the County. One of the requirements is to construct a 'run-off'
~r,,, system to carry the water coming from the City. He asked for relief from
,; ~ responsibility to drain "the City's run-off" .There will be a :staff report to the
Council for the February 2, 1987 meeting.
HISTORICAL AWARD
Mayor Hilligoss announced the. receipt of the Mariano Vallejo Government
Award from the Sonoma County Historical Society which was presented to the
City of Petaluma on January 18, 1987, for the City's Archival program and
for supporting the Main Street Program.

ABATEMENT BUILDING
F.LOODWAY - 400 HOPPER STREET
Planning Director Warren Salmons noted there is a manufactured
.structure which Shamrock Company has placed on their property within
::the Federally designated 'Floodway' . The hearing was opened. Mac
•~. Cerini, Shamrock President, ;told the Council he purchased ~ Petaluma
Readi-mix from the Von Raesfeld family. He showed several photographs
of the Shamrock site. The building is three feet off the ground and was
placed there without a City. permit. State Fish and Game required that.
there be no water runoff to the River from Shamrock land and that they
construct a berm by the river. It is the contention of Shamrock that
the manufactured building is at an elevation which is above the
Floodway . The placement of the Floodway boundary is going to be
appealed by Shamrock in the form of a suggested map amendment
through the Federal Emergency Management Administration. Emil Mogel,
Cvil:.Erigineer, advised the elevation of the building is 11.02 feet, while
.the:. elevation. .of the Floodway is 10'.3 to 10.9 feet. The hearing was
. closed .
Reso. 87-14 NCS declaring .the use and occupancy of a manufactured
building located at 400 Hopper Street., . Petaluma, a public nuisance and
. ordering said nuisance to be abated by July 1, 198?, or to cause an
.official change to the Floodway boundary on this site by that date.

Reso. 87-17 N-CS granting an amendment to the Certificate of Public
Convenience to Sonoma County Transit to operate bus service in the, City
of Petaluma. The route for bus Route #44 from the bus depot at Fourth
and C Streets is: Fourth Street to ':D! Street; 'D' Street to Lakeville;
Lakeville to E. .Washington S reet; E. Washington to Payr•an Street;
Payran Street to Fairgrounds • Drive; ' to the other side of 'the freeway.
The trip inbound is a repeat up to 'D' Street. From 'D' Street and Fifth
Street to 'B' Street.; 'B' Street to Fourth Street; Fourth Street to the
Depot at Fourth and 'C' Streets. '

HOUSING PROGRAM
The City Council had a long discussion on land acquisition, direct
developer assistance, and second mortgage program. A Council
Committee will be appointed by Mayor Hilligoss to develop guidelines for
the program. Suggestions for the Council Committee include the
following paraphrased comments:
°The lenders and realtors should be advised about the program and its
parameters .
°We want families with chil ren:W+~ u-0~
/ 3 of the "in lieu of low income housing" fees the City collects should
go to land acquisition, 1 / 3 to support the development, and 113 to
support of equity mortgage.
l °,A non-profit housing agency could administer the program; but we
need not necessarily have Burbank Housing as the defacto housing
~~~~ agency. No funds should be turned over to Burbank; but the City
• could contract with them.
°Would like to have the private sector try to handle the need if possible.

1 °There should be no cost to the community.
°A Council Committee should be appointed with the charge "to come back
with an outline of how the program can be implemented in one or two
ways . " There was Council consensus to this idea .
The Housing Program Council Committee will try to have one project

r -Recreation Director Jim Raymond requested Council direction regarding
• development of the Community Athletic Field area (100 acres near the
intersection of East Washington and Old Adobe Road)• and the open space
areas on the Northeast (Sonoma Mountain) and Southwest (City) sides of
the airport.

It was Council consensus to retain one architectural firm to prepare `the
recreation Master Plans for the Gray Property and for the airport open space
area located sou-thwest of the airport. The storm water run-off detention
pond and related projects will be designed by the City's •Engineering
Department. It was the Council's consensus not to• authorize planning of the
open space at the Airport on the Sonoma Mountain side at this time. The
date. for Council interviews of the., architects is April 6, 1987,. The Council
asked .staff to plan the activity areas on the other side of E. Washington
from the airport so they may function without lights., but to leave the "lights"
option open. _-
