OF THE PETALUMA CITY COUNCIL _ MONDAY JANUARY 26, 1987 3:00 P.M. and 7:00 P.M. ROLL CALL: 3:00 p.m. PRESENT: Davis, Sobel, Woolsey, Balshaw, Vice Mayor Tencer, Mayor Hilligoss ABSENT: Cavanagh _ The Pledge of Allegiance :was recited. STUDY SESSION JOINT COUNCIL/BOARD MEETING AGENDAS The Councilmembers expressed some of their. thoughts regarding the role of the commission and- their parameters.. Staff .will prepare a suggested agenda for these meetings incorporating the Council's ideas and bring the proposed agenda back for Council approval. ~ ~ - • . ,, . GROWTH MANAGEMENT . SYSTEM REVISION The Councilmembers expressed some of their thoughts for revisions to the Growth Management System. The Staff, Planning Commission, SPARC and the Building Industry will also, be asked to submit suggestions and comments for input into the growth control system revision process. Planning Commission and SPARC comments should focus on the rating process. At 5:00 p.m. the Council recessed to dinner. Reconvene - 7:00 p . m . January 26, 1987 V.23 P.97 MINUTES January 12, 3:00 p.m.. and 7:00 p.m. approved as .submitted. .OLD- ADOBE SCHOOL DISTRICT SCHOOL IMPACT FEES ~ ~ . There was discussion regarding. the Old Adobe .School request that the City suspend collection of school impact fees . The School District wishes to assume that task. The matter was continued until staff can ascertain whether or not the Petaluma High School District Board of Trustees has determined there is a need for that district to collect fees for a new facility. GENERAL PLAN HEARINGS contd. Transportation Chapter: The Council reviewed the draft chapter page by page. The staff was asked for a report listing which streets function at "Level C" or below. "Level C" = Stable flow or operation; higher volumes than Levels A or B; more restrictions on maneuverability and speed; acceptable delay; suitable operation for urban design purposes .'! Specific numbers for Level C or Level D operations and whether or not these Levels include on-street parking were examples of the base data to be develo ed. / Recess: 8:30 p.m. to 8:40 p.m. c~ .. The Council also asked for a recomm~ded definition of acceptable level of service at intersections to come back to the Council with the revised traffic maps Council added : Program 5.1 - all future traffic studies use our terminology so they can be fed into our data base. The General Plan Hearings were continued to February 9, 1987 at 3:00 p.m. and 7:00 p.m. TRANSFER OF DEVELOPMENT RIGHTS FEASIBILITY STUDY The American Farmland Trust has submitted a proposal to provide technical assistance to the City of Petaluma in the design of a "Transfer of Development Rights (TDR)" program. The estimated cost for a feasibility study which would; assess interest by developers and property owners located in the receiving area to u tilize a TDR program; assess interest and willingness to .sell development rights by agriculture landowners in the selected sending area; and identify size of area needed as sending area and potential target areas, which would result in a written report to the City of Petaluma on assessment findings and specific recommendations on how to proceed with the TDR program's design .
