CITY COUNCIL
FEBRUARY 2, 1987

INVOCATION - Reverend Carl Young, Free Will Baptist Church led the
prayer.
Councilman Jack Cavanagh led the Pledge of Allegiance .
Public Comment
Bonnie Nelson, 147 Ellis Street, Apt. 13 read suggesting remedies for
lo`w-income housing .and left copies of those suggestions.
Kay Jensen, 721 Mt. View Avenue, President of the Petaluma Gardening Club,
primarily composed of senior citizens, requested relief from insurance
requirements for the use of City facilities citing the fact that the Golden
Ager"s are not assessed an insurance charge for use of the same facilities,
citing the fact that their organization has made numerous donations of trees
to the City and amenities for Lucchesi Park and c}~in the fact t have
given Scholarships to the two high schools. Q~~c,J~G~2G~
. Tim .Taffey, corner Corona/Ely, requested. that more notice time e given to
resident's in the area when meetings are scheduled on the Corona/Ely Specific
Plan.

DRAINAGE
In response to Mr. Hans Schneider's request at the Public Comment time
on January 20, 1987, the Engineering Staff reported that when Kazen
Subdivision Unit No. 3 was developed in 1966, a storm drain system was
constructed which discharged water from 29 of the 46 lots onto County
property to the historic point of discharge in accord with drainage law.
The Sonoma County Water Agency Master Drainage Plan indicates future
improvements are proposed in .the Jessie Lane area at a cost estimated to
:.:. ~ be $502, 250.00. Mr. Schneider was directed to the Sonoma County Water
Agency Flood Control Zone 2-A for assistance.

CENTER DESIGN
,, Reso. 87=26 NCS appro ing design January 28, 1987 and authorizing
•.preparation of constr ction drawings for Lucchesi Community Center.
Eric Glass and .Miller presented a .model of the building and clock
.tower. Changes that he mentioned. include removal of the "Reader
Board" to a site closer . to. -North McDowell Blvd; addition of Natural
Ventilation by the placement of clerestory windows; a redesign of the
Western side of the building; and redesign of the entrance loggia.
~ The Council expressed concern about the possibility of wind damage to
\~j • , _ „ the Clock Tower (the architect ass. zred there. 's noQ ~pr~llm) . The
Council directed that there be, no~ess, than e w en the place
vehicles load/unload passengers and the front entrance shelter (architect
-will move turn-around . to . be closer to the . building )~ Regarding the
;~ ~ -:specification wording, Council asked for reassurance that "or equal" will
be included on all items; asked for a sufficient number of electrical
circuits in the kitchen to allow several high wattage small appliances to
,; ~-. be utilized at one time. The exterior lighting will be controllable in
. several difference ways. The Council asked that security systems be
incorporated into the original construction such as a motion detection
system and/or glass breakage detection (architect said conduit will be
..~r~ ,. provided for a security system) .
Regarding landscaping the Council was advised the bulk of landscaping
is not included in Phase T. The only landscaping in Phase I will be at
the building to soften the appearance . The parking lot that exists will
~ ~ remain as is for Phase I.

HAMILTON FIELD EIR `
RESPONSE LETTER
The City.- Council .reviewed the proposed response. to the Hamilton Field
EIR submitted by the Planning Director. The Council. approved the
proposed letter with a few additions

There was a Councilmember suggestion to ask our State Legislature to
look into a "regional tax sharing benefit program" similar to that which
is in place in the Minneapolis / St . Paul, Minnesota, Metropolitan area.:

Supervisor Jim Harberson's aide, Marion Hodge, asked if there were any
additional comments the Council wished to send to the Sonoma County
Board of Supervisor's regarding the EIR.
Sandra Bonner, City of Novato planner, said Novato is very interested
in these comments.
The Developers of the Hamilton Field project Skip Berg and Jim Revoir
also addressed the Council and expressed a sensitivity to the City's
comments .

BUSINESS IMPROVEIyIENT COMMITTEE
The Downtown Parking and Business Improvement Committee . vacancy
created by the resignation of Ed Love was discussed. The Committee's
recommendation is to appoint Christine Seiken for the balance of the term
(to June 30, 1987.) It was Council consensus to make that, appointment
if she has time to serve. ;The,. resolution ,making ::the appointment ;w-ill be
on the February.l7, 1987, agenda if.she.can serve. ,
NORTH McDOWELL
ASSESSMENT DISTRICT
Emil Mogei, Civil .Engineer, presented a preliminary overview of; the
project which tentatively will extend from the parcel, • immediately
northwest of Fire Station #2 on North McDowell Blvd. , easterly towards
E. Washington- Street ending , at the parcels, on either -side of Lynch
Creek Way.. Most of the . parcels on the Highway .101 side of North
McDowell would be included (except Youngstown, Petaluma Estates and
Candlewood . Mobile..Home Parks (24 parcels;) .
Most of the parcels on the Sonoma Mountain side of North .McDowell that
would be affected are between -Corona- .Road a:nd Sunrise Parkway (7
Parcels) .
Part of the proposed improvement area is in the .County necessitating
County concurrence. The proposed right of way is (measuring from the
centerline of North McDowell Blvd.) 43 feet on the freeway ,side, and 46
feet on the Sonoma Mountain side (not including turnouts for busstops
and right turn lanes).. .. _

Traffic signals are contemplated at Rainier and at Corona. There will
be signal changes at the railroad crossing due to the increased width of
`, the street. Right. turn lanes will be shown on major intersections
~~i : ~ .including Corona. .Bicycle lanes will be included on both sides of the
street and on the street .
Landscape Medians will be designed .for low maintenance and will include
•• ... left turn pockets. There will be no parking on North McDowell Blvd.
These preliminary plans and the Council's comments will be referred to
• an independent engineering firm, Nystrom Engineering., for final
'' engineering. Staff will meet, with the significant property owners in the
area to see if we could enter into a financing scheme. Staff will also
look at this proposal to find some cost savings. Staff was asked if the
- improvements could be designed in such. a way that traffic would not
tend to speed. The Council will receive periodic staff reports on the
:•-• progress of this project.

PETALUMA ECUMENICAL PROJECTS
On August 4, 1986, the City Council authorized dissolution ''of _'tlze
Petaluma Ecumenical Projects (PEP) Trust and sale of the four •, senior
housing units that are under City ownership . Of the three options
before the Council : . ; ~ , ~ ,
(1) transfer the. units to.-PEP, for sale and reinvestment of proceeds; in
new elderly housing, with the standard reversionary provisions.,

elderly housing; or
