MINUTES OF A REGULAR ADJOURNED MEETING
OF THE PETALUMA CITY COUNCIL
MONDAY, FEBRUARY 9, 1987
ROLL CALL : 3:00 p . m .

LAKEVILLE HIGHWAY
,. PROGRESS REPORT
City Engineer Tom Hargis and Mark Von Taggert of Oberkamper and
Associates, reviewed progress of the Lakeville Highway widening and
sound wall project. The project is designed to be constructed in two
phases -one is construction of the sound wall (scheduled for completion
_ ~ ' `prior to commencement of the highway widening project) . The second
phase is highway widening - award of the construction contract is
scheduled for November, 1987, for the 1988 construction year.
-~ ~ .. CALTRANS has yet to establish certain roadway criteria such as
• pavement thickness. The landsca ed median will be designed by the
City (to CALTRANS standards and maintained by the City. The design
speed limit of the curves is 55 miles per hour. It was Council consensus
that the speed limit shall be below 55 miles per hour.
The Council asked for a .report as to what CALTRANS requirements will
be and what the posted speed will be.
COMMISSIONER REMOVAL
VOTE OF FIVE REQUIRED
The Council debated the merits of commissioners serving at the pleasure
of the Council on a simple majority (4 to 3) vote as opposed to a 5 to 2
vote. It was moved by Brian Sobel, .seconded by John Balshaw, it shall
:~ be the Council policy "removal of a Commissioner* shall be supported by a
•. minimum of five Councilmembers to be successful (*not including the
Airport Commission)".

CABLE TELEVISION COVERAGE
COUNCIL MEETINGS ~-.~,
In response to Council requests to investigate the feasibility of television
casting the City Council meetings with video picture (currently `audio
only being telecast through the medium of cable teTevision),c. The
estimated cost of accomplishing this is $4, 266 for additional equipment
($2,000 for a 'modulator' to change the current camera .output to a
transmittable signal; $1,950 for a 'convertor' to be located at the Viacom
site; plus. tax and. freight) . Additional costs will be incurred for 'an
operator. It was agreed the expense will be charged to the City Couneil.-
budget.
It was moved by Brian Sobel, seconded by John Balshaw, to authorize
expenditure from the Council budget for the modulator, convertor.,
part-time employee and any necessary retrofit as recommended by Viacom
to televise Council meetings for one year beginning no later than. July 1,
1987.

LEGAL BRIEF -MANDATED COSTS , _ .
In response to action by the previous State Supreme Court which ;came
up with a new standard of "State reimbursable costs for State mandated
local. government regulations.'! This new standard was not one which
cities had an opportunity to argue before. the Supreme Court.. Th-e Gity
Attorney asked the City Council to concur with his action to lend the
City's name to the brief, requesting a hearing before the new State
Supreme Court. The motion to concur with the City At.torney's
recommendation was introduced by Michael Davis, seconded by
Lynn Woolsey

It was noted the Council has some proposed revisions when the. project
reaches them through the tentative map and development plan approvals .
GROWTH MANAGEMENT SYSTEM
RATINGS & TECHNICAL COMMITTEE
The. Council suggested' attendance criteria should be built into the
Growth Management system revisions. Also suggested was that certain
requirements be established for the "specific's" the City wishes to have
included in housing and subdivision design.

Soil.stability/effluent irrigation.
The Council requested a report on effluent irrigation soil stability.
The Council continued to review the Open Space, Conservation and
Energy Chapter of the General Plan, page by page.
Recess 9:05 to 9:20 p.m.
PARKS, RECREATION, SCHOOLS AND CHILD CARE CHAPTER
The Council reviewed the draft chapter page by page.
Child Care A policy was added to state, "The City shall develop a
program to acquire land to assist child care, providers." A
representative of a c hild care center stated there is a county-wide
reference list of child care providers. Bonnie Nelson noted that low
income women entering the workplace will need child care assistance.
Senior Citizen Activities
A policy was added, "To continue to support senior activities . "
