The meeting was reconvened at 3:25 p . m . POLICY -CITIZEN REQUEST --- - - - - " The Council made the following interim policy actions to' be:-in •place until the computerized complaint•~tracking: system has been installed. `The City Manager's Office shall maintain--a • centralized complaint• -file and develop a reporting mechanism• which• shall include +correspondence to the citizen outlining staffs' action, indicating whether there's -a closure to the situation, and sending a copy to the City Council. It shall remain the Department Manager's responsibility to respond to the citizen complaints. It is the Council"'intent that' ingiiirys' and complaints will`'be 'responded' to not later than 5 working days from their receipt. The Council agreed to look at the density of-:the underlying- land as-'the density to be considered for transference of development rights- to 'the -remainder of the property. The intent of the Council in doing this is to allow the property owner ` who bears the burden of the Urban Separator and its building restriction .not to -lose - potential development. ,right's as ' a 'result' of •th'e Urban Separator overlay. If the property owner wishes to take advantage of a transfer of density, the amount 'of property • within the _`Urban:' Separator will be included in the acreage in figuring the annexation fees.
