The Council accepted the following paragraphs for the General Plan text:
Transfer 'of Density in Urban Separator - The Urban Separator on
residentially designated properties shall function as an overlay. The intent
of this policy is to provide property owners with the opportunity to transfer
the development potential of land designated as Urban Separator to the
developable portion of the site.' In no' case shall the. density. per acre credit
exceed 'the maximum density per acre :permitted by the residential land use
designation on the portion of` ,the property adjoining the Separator. The
transferable density per acre credit for land designated as Urban Separator,
however, may be less than the maximum if, in the determination of the City,
on a site specific basis, the land is incapable of accommodating the maximum
due to such factors as degree of slope, geologic hazard or :other
environmental considerations .
Feathering - (Language for General Plan) Mr. Ed Hayworth of McKay &
Somps said their clients are looking for guidance for development planning on
.• they .east side of town. It was Council consensus the following language 'be
inserted in the. General Plari on. Feathering . For properties adjoining the
Urban Limit Line, it is the intent of the City that projects developed in the
City or requesting City services shall be of limited density (that shown on
the General Plan Land Use Map), ''and designed to preserve the visual and
'physical openness and preserve- the aesthetic and natural features of that
:. porfion of the property proximate to the rural areas outside of the designated
"• .ur~bari limit lirie~. The effect of this policy is to cause a gradual and
deliberate lessening of development intensity at the urban edge and within the
. urban limit •line.. A• related program will read as follows:

review mechanisms _ to assure that .the density of new residential

PAYRAN ST . BRIDGE
City Engineer Tom Hargis advised the Council that staff and the firm of
Winsler and Kelly, of Santa Rosa, are working on a proposed contract
for consulting services regarding the removal and replacement of the
Payran Street Bridge. It was Council consensus the subject should be
referred to the Council Flood Subcommittee.
WATER STREET ONE-WAY
It was moved by Brian Sobel, seconded by Lynn Woolsey to make Water
Street one way southbound; to pave it as soon as feasible; to pursue a
joint project with the railroad for roadway improvements; and to maintain
the 90° parking as it currently is.
