PRESENT: Davis, Sobel, Woolsey, .Cavanagh, .Vice Mayor Tencer, Mayor Hilligoss ABSENT: Balshaw GROWTH MANAGEMENT SYSTEM The City Council recessed to a .Study Session to discuss the purpose of, weaknesses; strengths, and suggested improvements to the growth management system. Dan Iacofano was the facilitator. Washington Street, who supported the increase of these fees.City Manager John Scharer reminded the Council these fees are used for traffic signals, and for partial funding of some major public works _ ,~_ projects impacted by specific developments. Vice Mayor Tencer who is a member of the Council's Subcommittee, Major Facilities on noted the Committee will continue to meet and to provide a report on possible timing and funding of major''public facilities projects. The Community Facilities Fee Ordinance was introduced and adopted as an Urgency Ordinance introduced by Brian -Sobel, seconded by Vice Mayor Tencer. Place enlarged storm drain under Cherry Street at estimated cost of .$34, 000.00. Enlarged..storm drain pipe under Keokuk Street. Estimated cost $24, 000.00. Total cost of $136, 000.00. 2. Extend the proposed system northerly from the West and Laurel intersection to the low point in Laurel Street halfway between West and Cader.
