GROWTH MANAGEMENT SYSTEM
The City Council recessed to a .Study Session to discuss the purpose of,
weaknesses; strengths, and suggested improvements to the growth
management system. Dan Iacofano was the facilitator. The following
narrative is a synopsis of the City Council's comments
GROWTH CONTROL:
Purpose-
-- Direct the placement sequence, quality and economic mix of
residential construction
-- Encourage new developers
Weaknesses of current system-
-- No firm game plan
-- Insufficiently developed base quality requirements
-- Insufficiently developed 'amenities' listing
-- Insufficiently developed specifics on rating criteria resulting
in unfair, subjective scoring
-- Breeds mediocrity
Strengths of current system-
-- Helped to balance and plan Petaluma's growth
-- Encourages better quality subdivisions
Suggested improvements-
-- Develop list of basic requirements .from which subdivision
design shall not deviate
-- Develop list of suggested 'amenities' that would make a
development more desirable and on which ratings will be

-- Create a rating system and process that:
°Is easy to use
°Treats each development equally
°Is precise

Speaker was Gregory Freitas, from Urban Planning Associates, 620 E.
Washington Street, who supported the increase of these fees.City
Manager John Scharer reminded the Council these fees are used for
traffic signals, and for partial funding of some major public works
_ ,~_ projects impacted by specific developments. Vice Mayor Tencer who is a
member of the Council's Subcommittee, Major Facilities on noted the
Committee will continue to meet and to provide a report on possible
timing and funding of major''public facilities projects. The Community
Facilities Fee Ordinance was introduced and adopted as an Urgency
Ordinance introduced by Brian -Sobel, seconded by Vice Mayor Tencer.

This Ordinance will affect projects which are received in the Planning

fee and all new applications received beginning 8:00 a.m., March 17,
1987, will be subject to the new fee.

Sonoma • County the section of State Route 116 between Frates Road and
• } Old • Adobe .Road (.Lakeville Highway and Stage Gulch Road) . This would
... enable California Transportation Commission to assume jurisdiction of the
i~~ ~ ~. ;Frates-'Road and Old Adobe Road alignment as State Route 116 with a
portion of Frates, Road within the Ci~ty> ~ limits giving the City of Petaluma
jurisdiction for- proposed construction,

CO-OP AGREEMENT
LAKEVILLE HWY.
Request from CALTTRANS to pay $95, 000 inspection fee for their review
of, the Lakeville Highway .geometries and improvement plans . It was

WEST. AND LAUREL .ST.ORM.DRAIN
Tom Hargis, City Engineer has brought back to the Council alternatives
to the West and ~ Laurel Streets storm drains improvements. Conditions
were placed on both the Wright .Subdivision and the Libbey Parcel Map to
share. :in the.:.eost on ~a pro :rata basis -for off-site storm drainage
improvements.~• The .two: alternative projects are based upon the Sonoma
• :-~,. .: County WaterlAgency. Master .Drainage •Plan.

1. Construct .a storm drain from West and Laurel Streets easterly
on West Street to approximately 200' east of Howard Street. Estimated
cost $78, 000.00. Place enlarged storm drain under Cherry Street at
estimated cost of .$34, 000.00. Enlarged..storm drain pipe under Keokuk
Street. Estimated cost $24, 000.00. Total cost of $136, 000.00.
2. Extend the proposed system northerly from the West and Laurel
intersection to the low point in Laurel Street halfway between West and
Cader. This would allow abandonment of the existing storm drain system
that runs under a garage and the property of Jenkins associated with
the past overflow and deposition of muddy water in her swimming pool,

This would add approximately $24, 000 to the project-. brie-girig. they total

After presentation by Planning staff to request .authorization. toretain
consultant assistance to update .the Growth Management System, it was
moved, by Michael, Davis, seconded by' Brian Sobel .to go along- with staff
recommendation •to ,hire ' a consultant to, ;:help in the .Growth' Management
System update:, at a cost ..not to. exceed $1~2, 000.00. It was ~ staffs plan to
come back in May with details, alternates. .an'd recommendations to the
Council.;

FLOOD CONTROL. PROJECT REVIEW -STATUS REPORT •
Flood Task Force, Couricil. Subcommittee and Staff agreed the
Environmental .. Impact . , . Report . ~, .should . include; -Willow . ,Brook
diversion/penman detention basin.., improvements to the :.Petaluma River
reach, and Eastsde bypass. It wasrecommended that these three major
flood projects be independently reviewed., the end result being that the
consultant will be able to ,identify any significant adverse effects Ghat
- may be found,. '
