Public Comment There was no one wishing to speak EMPLOYEE SUGGESTION PROGRAM AWARDS Assistant City Manager Gene Beatty, gave Employee Suyggestion Awards to Patricia Ferguson, in the Engineering 'Department and Frank :Primm, C'ty~••Electrician. Mrs. Eerguson's suggestion was to ,reduce' the, water temperature in the restroom of the West. Wing at City Hall.. ,It was estimated this would save the City over $180.00 a year in. .energy .costs. She was given a $25.00 check. Mr. Primm had suggested 'modifying the illumination in the Pedestrian Crossing Signals to regular light bulbs as opposed to neon fixtures. The estimated annual savings 'is $1,33`2.00. Mr. Primm was given a check for $133'...20. Engineer Jeff Bunnell) ,reviewed the proposals received to do the Effluent Irrigation System for 1987.. Envirotech Operating. Services ..proposed. a two (2) year contract and Redwood Agricultural Management Incorporated which is Dan Sila~cci and Ralph Bettinelli, proposed .either a one (1) year contract• or a ter.,,.(:10~) year contract. •~ (Councilman Sobel arrived at 7:40 p.;m. ) March 30, 1987 V.23 P. 155 Soil Conservation Service is to go in on a monthly basis to short stop problems as they occur during the irrigation season. They will do an analysis before irrigation begins, check monthly and report to the City ~' • '.:...what practices need improvement. Redwood Agricultural Management will .. :i assume use of equipment on ~ hand ,and purchase some new equipment. ~~~• ,Pump maintenance will be the Cities responsibility. Replacement items ~ is during the first' year will be the City's responsibility . They plan to change the sprinkler heads to a lower flow head. _ _•.Council discussed the possibility of . planting perennial grasses as opposed to annual grasses for the irrigation lands because perennial grasses require more moisture and would utilize more irrigation from the _' oxidation ponds. .Dan Silacci and Hank Corda were present to answer Councils questions. L, Environmental Operating Systems was represented by Bill Wardwell and ~. ~Chibby Alloway. They expressed some concern about corporate liability . ~=in connection with wastewater irrigation and encouraged the City to go ~.• ~ to a long. term contract . Environmental Operating Systems who maintains the wastewater treatment will be responsible for the Effluent up to the hydrants, .and ~ Redwood Agricultural Management will be responsible beyond .the hydrants. The following persons spoke Renee Cardineau a user, suggested that Council consider the long term contract. .Charles Matteri a user, who commented favorably on his good 'clover crop' urged the Council consider Redwood Agricultural Management. Vasco ~ Brazil, 4551 .Lakeville Highway,, talked about gullied land and soil erosion . Jim Mendoza a user, supported Redwood Agricultural Management. After considerable consideration among the Council Members it was moved by Michael Davis and seconded by John Balshaw to approve a contract with Redwood Agricultural Management for irrigation using Wastewater Effluent and staff was directed to prepare the necessary documents . DISCUSSION. ~ . . Engineering, staff ,presented .information. on :industrial. 'loadings' , and ~ the impact• it has. on the Sewer. Treatment Plant and • the efforts on the; part of staff .-and .Envirotech Operating Systems to encourage •• the Commercial and• Industrial users, to reduce ,the :difficult chemicals and biol'ogi~cal items that their currently .sending into the sewer system. The City:, Council expressed strongly that it wants to increase the amount of monitoring the City does on the Effluent, leaving.-various Industrial and Commercial operations.. Dan. Libarle, owner of Lace House Linen.- spoke to the Council saying that some of the proposed regulations are much to stringent.. He,asked for some time to review the proposed changes in regulation: prior to the Council ,adoption. ,. - - ~ ... Ralph Sartori representing the Creamery. on Western Avenue, .also asked for an opportunity to have.: some. input. into the new regulations. Mr. .Sartori ~ sug.gested.. that . • there should .• be some; .consideration {given to plants .that are, over 20. years old in _considerng acceptable 'loadings' for Industrial ~. or Commercial ~ Companies, : ~ The .matter was referred .:back to staff for further refinement and legislation to . be brought to the Council in April. *Council asked staff to come back with the financing picture for' future bizdg'eting .considerations :for.; plant: costs and, upgrade .• F HIGHWAY 101 CORRIDOR Vice Mayor Tencer reported. the request that cities .make ups: the short fall ;in costs. was dropped. The cities. contribution will be $5„OOb. San Francisco was requested to make a contribution as well. Mr. 'Tencer pointed, oiaa,;the amount ~of loss that Cal Tr-ain is experiencing in its San Francisco to San Jose run. ,..
