Lee and Associates, Inc. , the architects for Chief ~~•• Auto Parts. She reviewed their exceptions to the following conditions: °Closing the existing E. Washington Street driveway °Shielding of the service entrance by 'lan'dscaping °Addition of both. landscaping .and windows on our west elevation ., ~ °Upgrading of the architecture of the project She noted they have made several attempts to communicate with the management of Washington Square Shopping Center to discuss the internal. automobile circulation requirement, and has been unsuccessful in in making contact. The Council asked staff to work with the applicant and the shopping center regarding the intra shopping center automobile traffic ingress and egress . Staff also asked for some assurance that the existing landscaping will remain, rather than be removed by the.shopping center management. Reso. 87-93 NCS approving .and adopting ~ the final Environmental Impact Report for Redwood Business Park II. After the staff presentation the public. hearing was opened,. Bob Carpenter of 518 Orchard •Lane, aaid that ,people in the area .are ";unalterably opposed" to: this project.,. H'e- questioned the fact that maps do not show the Ia lood Plain Level to. be as high as the neighbors have seen the water during the last few heavy storms . The Council noted there may be an Annexation Fee as well as a Community Facilities Fee for portions of this project,.. Staff and the Council went over the conditions of the proposed legislation and made a number of: modifications .. The., Council. emphasized .they do not want to have automobile parking on the extension of McDowell .Boulevard North., they want meandering sidewalks, on at least orie side of the.. street and there shall be a bicycle paths on both sides of the interior streets of this subdivision. The only .access from Denman Road :sha1T ~`be for emergency vehicles. Councilman Jack: Cavanag:h,, who owns .property within '4. mile. of: the site, was .told by the City- Attorney, rJoe Forest, he has no conflict. and may participate.in the decision. '. Supervisor Jim Harberson introduced Don Head who .made .the presentation,. He .showed a boundary ,map of the proposed district and stated the assumptions they used to develop .the, cost ;figures, ,thee. street., sidewalk, curb and gutter would be constructed to City standards) . The basis of the assessment cost spread is the amount of development patential . per ~ parcel rather than the size of the lot. There was aquest-ion about the ' Arnnexation Fee waiver, which was assumed in developing the cost potential for .the. district. .The .middle 24 fee~~unnyse Avenue . will be co stru~~c ed with ~--a~ _._. Count Funds If the Westrdge Subdivision additional phase comes nt ~~ existence r ay be asked to pay part of these construction_ costs. They ~- are assuming a 40 foot street. . ~,~~ There was some discussion about the possibility of reducing. .the City requirements to make narrower or to alter the configuration of ~SQ~- ~ - the curb, gutter and sidewalk in an effort to re ~ cost. - o"' .~_ The County will be .using some .of ~ thei=r Rule 2DA Undergrounding .Funds ' to under.:ground the utilities..on Sunnyslope Avenue.. The. County will be asking the iridividu'al property owners to be responsible for the service change..
