MINUTES OF A -REGULAR MEETING OF 'THE .PETALUMA CITY COUNCIL MONDAY, APRIL 20, 1987 V.23 P. 169 PRESENT: Davis, Sobel, Woolsey, Cavanagh, Balshaw, Vice Mayor Tencer, Mayor Hilligoss ABSENT: None The Invocation was given by Tom Armstrong, Two Rock Presbyterian Church. The Pledge of Allegiance was led by David Spilman the new Finance Director. The meeting was recessed to a Closed Session to discuss litigation with the City Attorney, Joe Forest. The meeting reconvened at 7:35 p.m. Public Comment There was no one wishing to speak. ~~~ ~~~~ MINUTES The minutes of March 18, 1987 were amended as follows: On roll call note that Councilman Cavanagh was absent. There was some discussion between the Community Facilities Fee and the Major Facilities Fee. Regarding the traffic impacts, the Council changed the reference 'for -level of service to that which is described in the EIR. The intent is the Council did not wish 'the traffic conditions to worsen. Both phases of the subdivision will be subject to Major Capital Facilities Fees. The Council went over the proposed legislation and made some language revisions, and tightened up the conditions. The vote on i adoption~• of Ordinance• of 1683 Rezoning 'Phase 1 to PCD and Prezoning ~..aPhase 2- - to' PCD was unanimous . The three resolutions were introduced and adopted on action. Originally.. the ,applicants ,had been inter-viewed by the Recreation, Music. and Parks Commission, who .made .tle final selection' for ' the .Council's ultimate .consideration. AYES: Davis, Sobel, Woolsey, Cavanagh., Balshaw, Vice Mayor Tencer, .Mayor Hilligoss~ NOES : None ABSENT: None OLD ADOBE UNION SCHOOL TRAFFIC SAFETY Mr, John Martin representing the Old Adobe Union School District, presented a petition with 546 signatures which stated, that the parents, .staff and administrators of • the Old Adobe Union School District are deeply concerned .about • the safety of our elementary school children. • Increased traffic congestion at our school sites is approaching a dangerous level. Our efforts to control the problem are limited by our : ~ • •lack 'of traffic+ expertise . : •We urgently need help from the City of Petaluma-to prevent a' serious incident. The Council noted that this was discussed a year ago and it was determined that there were no warrants. to accomplish funding for traffic control. The Council agreed that the Council Subcommittee should meet with school representatives again and ask that those persons in attendance representing the school be in a position to make some decisions regarding the outcome of the meeting. It was hoped. that this subcommittee could meet with the • •school representatives within the next 14 days. RESO. 87-104 NCS UPHOLD PG&E APPEAL-. •~ Reso. 87-104 NCS the Council considered the appeal received from Pacific Gas & Electric Company for a storage building to be located at 210 Corona Road. The Site Plan Architectural Review Committee approval was subject to a condition which would require the building pad to be 24 inches above the 100 year flood level. The ground level area of the proposed •storage building elevation is 27 feet. According to the Cities records the flood elevation level is 28 feet at that location. The requirement would result 'in a building pad 3 feet above the ground. D.on • Marquardt of PG&E requested relief from that • condition.. He stated the. building is being designed to allow flood waters to flow through should there be another 100 year flood . Emil Mogel, their Engineer., noted ,they are developing. ~ storm drain and sewer drain easements so there will be gravity flow in accordance with the..
