The Invocation was given by Tom Armstrong, Two Rock Presbyterian Church.
The Pledge of Allegiance was led by David Spilman the new Finance Director.
The meeting was recessed to a Closed Session to discuss litigation with the
City Attorney, Joe Forest.
The meeting reconvened at 7:35 p.m.

FLOODPLAIN DEVELOPMENT The Council reminded staff that they have
requested that members of the building industry send documentation to the
Council so the subcommittee may understand .what negative impacts the
proposed'"0 Net Fill" Ordinance will have on them.

TRUCK TRAFFIC ON .PAYRAN ~ •The Council~_wants. the Police Department to
make random cheeks on the truck traffic ~in the,: Pagran area to be sure the
trucking companies are in compliance with the regulations .that will soon.. be in
effect.

REDWOOD BUSINESS PARK
ORD. 1683 NCS, RESO. 87-104, 105, 106 NC'S
Regarding the fees the City Council advised the developer of Redwood
Business Park, there will be an Annexation Fee and a 'Major Facilities
Fee but there will be no duplication ; of purpose of these fees . There
was some discussion between the Community Facilities Fee and the Major
Facilities Fee. Regarding the traffic impacts, the Council changed the
reference 'for -level of service to that which is described in the EIR.
The intent is the Council did not wish 'the traffic conditions to worsen.
Both phases of the subdivision will be subject to Major Capital Facilities
Fees. The Council went over the proposed legislation and made some
language revisions, and tightened up the conditions. The vote on
i adoption~• of Ordinance• of 1683 Rezoning 'Phase 1 to PCD and Prezoning
~..aPhase 2- - to' PCD was unanimous . The three resolutions were introduced

The three finalist landscape architectural firms each made separate
presentations to the Council regarding how they would like to do the

work and what their thoughts might be, The first was' Singer' & Hodges
Inc . , the second was Carlucci/Herman Associates, Inc;. , :.and the third
was MFR Associates. Originally.. the ,applicants ,had been inter-viewed by
the Recreation, Music. and Parks Commission, who .made .tle final
selection' for ' the .Council's ultimate .consideration. Singer . ~&. ;Hod'ges
presentation was based on drawings, they had submitted., Larry
Carducci'.s presentation included slides of completed projects their firm
had done. in California. Maisha Rut_h's".pres,errtation •was also based on
slides of completed projects she has • done in the area. The vote was as

The Council wanted assurance from staff that if the golf course is :not
built, this area will remain ~ an open space . They ~ did .;dsctrs's 'the
location of the' bypass. between. Lynch Creek and the Petaluma River and
asked' staff to develop guidelines for an acceptable alternate. bypass
route.
°It , is .the Council's intention that the golf course not be strictly a
private club and the • degree of public ~ use shall: be incorporated as part
of the development agreement..
°Van Logan, partner in the project, asked for permission to ,da the
grading this summer. They estimate 400, 000 yards of dirt will. need. to
be moved for the project. T.he City Manager advised the Council to wait
until the development agreement has. been executed prior. to authori-zing
any grading .
°The Council concurred with Mr. :Logan ,that. Casa Grande Road_ would be
a safer place for the bike p4ath than. Fr..ates Road would be.
°The Council directed' that Open Space Scenic Easements shall be• subjecf
to the approval of the City Council.
°The Council ag-reed that if the bypass has nit been designed by, the.
time the last 100 residential units receive their building permit:,. the City'
will not require development of the bypass within the 'project rjtt,~'

Lakeville to Ely Boulevard South and two (24) lanes from that point to GttLP.e

South are to have a median strip separating Ely Boulevard from their

°The project's fair share contribution to the Lakeville Highway
Assessment District shall be $350, 000. That contribution shall be
submitted no later than the time the last 100 building permits are issued.
The ~ ordinance rezoning the area • was introduced by John Balshaw,
seconded by Jack~Cawanagh.

OLD ADOBE UNION SCHOOL TRAFFIC SAFETY
Mr, John Martin representing the Old Adobe Union School District,
presented a petition with 546 signatures which stated, that the parents,
.staff and administrators of • the Old Adobe Union School District are
deeply concerned .about • the safety of our elementary school children.
• Increased traffic congestion at our school sites is approaching a
dangerous level. Our efforts to control the problem are limited by our
: ~ • •lack 'of traffic+ expertise . : •We urgently need help from the City of
Petaluma-to prevent a' serious incident.
The Council noted that this was discussed a year ago and it was
determined that there were no warrants. to accomplish funding for traffic
control. The Council agreed that the Council Subcommittee should meet
with school representatives again and ask that those persons in
attendance representing the school be in a position to make some
decisions regarding the outcome of the meeting. It was hoped. that this
subcommittee could meet with the • •school representatives within the next
14 days.

UPHOLD PG&E APPEAL-. •~
Reso. 87-104 NCS the Council considered the appeal received from Pacific
Gas & Electric Company for a storage building to be located at 210
Corona Road. The Site Plan Architectural Review Committee approval
was subject to a condition which would require the building pad to be 24
inches above the 100 year flood level. The ground level area of the
proposed •storage building elevation is 27 feet. According to the Cities
records the flood elevation level is 28 feet at that location. The
requirement would result 'in a building pad 3 feet above the ground.
D.on • Marquardt of PG&E requested relief from that • condition.. He stated
the. building is being designed to allow flood waters to flow through
should there be another 100 year flood .
It was moved by Vice .Mayor Tencer, seconded by Michael Davis. that we
uphold the appeal from the requirement, that there be zero displacement
flood waters in the floodplain, for the building pad to be 24 feet above

The. Council considered the Planning Commission's recommendation to
prove a variance to the subdivision regulations ~ .for a subs•tand'ard `width
access strip and greater in standard length access strip ~ requi-red for a
lot line: adjustment for a flag lot •which is: cur..rently land_locked. The
hearing, was opened and a' neighbor Joann Gordier of 3.33_ Walnut Street
spoke in opposition to .this- approval. Linda Kade, an architect
representing the .owner asked the Council to .grant the ,lot line
adjustment .
Emil Mogel, their Engineer., noted ,they are developing. ~ storm drain and
sewer drain easements so there will be gravity flow in accordance with
the.. City Engineer',. condition . :The resolution granting the ordinance
variance was introduced by Michael Davis, seconded• Brian Sobel.
