MINUTES * The Aril 13, 1987 .minutes were amended as follows.
Page 4. S/unnyslope Area Annexation. At -the end of the first
paragraph add a sentence "The Council took a straw vote which indicated
they supported the waiver of the Annexation Fee." .. _..
Second paragraph, add a comma after County Funds, and then say 'the '
Assessment District f ing will cover the remainder of the cost of
Sunnyslope Avenue' .
Third- paragraph 'j" ogging path' delete. the whole. sentence..
Fourth paragraph where .it says 'there was some. discussion about the
possibility of reducing the requirements to make the, street' . Delete the
street and put Sunnyslope Road .

City Engineer Tom Hargis, made a brief presentation on the proposed
Capital Improvement 'Program for the Sewer Department. It was Council
consensus to schedule a Study Session on this subject. Staff was also
asked to give the Council more detailed information as to the specifics of

(Southland. Corp,.), spoke to the Council regarding .his appeal. '~ The
appellant opposed the condition that. there, be a. reduction• in a~u~tomobile
access .from Old Redwood .Highway. The Planning Commiss"ion had
recommended ,denial of the appeal without prejudice, besause•.the, site
plan could -not _ readily be revised to address the concerns regarding
ingress and egress from the. arterials :and from the ,shopping center, `It
was Council consensus to deny the appeal... Staff will have a resolution
for the next City Council Agenda.

SIDEWALKS IN INDUSTRIAL PARKS
The City Council asked staff to come • back with a policy outlining two
standards, one for arterials and the other for collectors streets, which
outlines at a minimum a four foot sidewalk (not including the space
occupied by sign post, utilities poles or the like) along public streets in
industrial areas . In the interim staff was directed to require sidewalks
in industrial areas on at least one side of the street in all cases .
MAJOR FACILITIES PROJECT
Councilman Balshaw raised the issue of establishing a list of Major
Facilities Projects that will be completed within the scope of the General
Plan that has recently been adopted. The basis for his request was to
determine from that information what costs the City will need to prepare
for in order to construct Major Facilities that will be needed to
accommodate. the City's ultimate growth. ~.

.~ Along with the costs of the Major Facilities he also mentioned the fact

as the• connection of Rainier, . from~..McDowell to Petaluma Boulevard
~~., North, . may cause the need .for additional traffic signals on Petaluma
,' ; ,Boulevard North. City .Manager, John Scharer, advised that some of
i ~, this, information will be developed in connection with the Corona/1Jly
Specific Plan which is currently under way (700 acres of proposed
annexation) .. After considerable discussion Larry Tencer, Chairman,
~, .,r said the Major.~~Facilities Subcommittee will evaluate the data that is
available and make some recommendations to the Council for their
consideration relating to Annexation Fees and Major Facilities Fees
SECOND MORTGAGE PROGRAM
Planning Direc-tor Warren Salmons ,. reported that the Council
Subcommittee on the Second Mortgage Program has met on two occasions
and ~ are. preparing a report for formal presentation to the Council in
June.
HIGHWAY 101 CORRIDOR REPORT
. r Vice Mayor 'Larry Tencer reported the City's portion of the funds which
will .be needed to continue the process ($5, 000) will be requested shortly
after the end of this fiscal year.
