This proposed plaza. is located on Old Redwood Highway between the Super 7 Gas Station at North McDowell and 01d Redwood Hi'ghw.ay and the tre shop to the north east. The Planning Commission denied this project because review and redesign of the project ~ did not~i~.yel'd satisfactory results. Staff recommended that the Council uphold the appeal, ,:givespecific direction on .how 'the project •~should .be • designed and then refer this revised project to the...Comm~ission for condifi'onal approval.. The Commission's requested redesign to move. :the fast food pad toward the center of the overall shopping center site .did not r-eflect the Council's- previously stated desire to integrate the design. ofi this site. with the adjacent Country West shopping center and Southland property. The Council spent a great deal of time on the circulation and parking of: the proposed retail plaza. MAP , _~,,.a,. {.Reso. 8?-176 NCS Councilwoman Woolsey stepped away from the dais. -~ Planner Kurt Yeiter presented the proposal for a condominium conversion of ~ a five . (5) building industrialcomplex recently approved by the Site -~ ~; Plan .Architectural Committee.-''This series of buildings is located on Old Redwood Highway and Redwood Way. The first sentence in Condition 4 was changed to~ read "a11 finished floor- elevations shall be above base flood elevation pursuant to Council policy in effect at the time of issuance of foundation permits" . Bill White, the applicant, asked the Council to consider approval of a one way inress from Old Redwood Highway to the rear of the buildings in order to allow truck deliveries. The Council agreed that Condition 1 '' should read; "A one-way driveway providing direct ingress from Old ~., ..`` Redwood. Highway. shall : be' permitted. upon completion of the Old . - .-Redwood Highway median. strip.. The condition relating to applicable school facilities was deleted by the Council. Regarding some of the other conditions, Council asked that in the future staff not continue . to :delineate requirements that are • specifically outlined in the various Codes, but rather staff should list only requirements and conditions that would be unique to any particular project. Mr. White said he would prefer to include landscaping of maintenance of the median strip with the landscape maintenance for the rest of the project . . ~ The Council directed the ~ City Attorney to draft some sort of development ~ agreement whereby an ~ applicant would agree to participate financially . in ~ the ' cost.- of major .~ capital improvements in the area, The funds would not necessarily be required to be paid upon approval of the final map but rather at any time the City is ready. to use there for the project. There was a suggestion_ there. be a provision which would prevent the City from levying this sort of fee more than one time and ;. if an. assessment district should be _created, said contributions or fees would be credited to that assessment_ district, after considerable discussion about the agreement it was moved by John Balshaw and seconded by Vice Mayor Tencer to approve Tentative Subdivision Map for an industrial condominium at 1335-1379 Redwood Way (Sequoia Court) .
