MINUTES OF A REGULAR
PETALUMA CITY COUNCIL MEETING
MONDAY., JULY 13, 1987
ROLL: 7:00 P.M.
PRESENT: Sobel, Balshaw, Cavanagh, Davis, Tencer, Mayor ~Hilligoss

--- Bonnie Nelson, 147 Ellis Street, Apartment 13, complimented the Parks
and Recreation Department for facilities that we have and asked that the
big dumpster at Walnut Park be moved so that parents can see the Tot
Lot more easily.
--- Paul Singleton of 1008 Santa Clara Lane, asked the Council to direct
staff to police the no parking on Lakeville Highway near his house.
Council Comments
--- Brian Sobel expressed concern with the alcoholic beverage .control
application of the Phoenix Theatre and asked staff to look into that.
The reasoning behind his request was that this is a place for teenagers
and he felt that alcoholic beverage sales there would be inap roprate .

be handled in 1988, and that staff contact Barbara Boxer's office in
Washington and ask that they see that the Army Corp . of Engineers does
not duplicate this type of effort.

Councilman Balshaw also asked staff to look at the bike lanes in the City
where the curb anchor and asphalt meet saying it is very difficult for ~'
bicycles to proceed in those areas without getting their tires caught in
the cracks. Councilman Balshaw asked that the City come up with a new '
street design to avoid that type of gap in the bicycle lanes .
--- Mayor Hilligoss announced that the General Plan recently adopted by the
City of Petaluma has won a Statewide outstanding planning award. This
award will be given to the City in August and the next step is
competition for a National award.

LAKEVILLE HIGHWAY ASSESSMENT DISTRICT HEARING
CONTINUED .FROM JULY 6, 1987
Brian Sobel removed himself from the dais because he is employed b'y a
firm that has property in the .proposed assessment district. Bond
Counsel Bob Brunsell advised the Council that although there appear to
be a sufficient number of letters of withdrawal of protest, there still is a
majority protest . This is because a number of the letters of withdrawal
are conditional, and because of those conditions, bond counsel advises
they remain letters of protest. Rip Stern of Sola Optical submitted a
second letter of withdrawal of protest that removes the reference to "no
building moratorium", however the other conditions remained. Lucy
Webb, representing Benny Friedman and Petaluma Poultry Processor
property, asked the Council .for a 10 or 15 minute recess to allow the
property owners to meet and discuss .

U.S. HIGHWAY 101 CORRIDOR
Larry Tencer reported the committee is looking at potential funding
sources for future highway improvements, for maintaining existing traffic
_ facilities in their existing condition. _ The estimate for the foregoing is
$3 Billions over the next twenty years . $1.2 Billion is for maintaining
and operating the existing transit and ferry system; the remainder of
the $3 Billions involves improvements to the system that are considered
desirable such as the High Occupancy Vehicle land to Santa Rosa,
transit use of the Northwest Pacific Railroad R-0-W from Novato to
Larkspur, improvements to a number of intersections and improvements
to Stony Point Road..
The possibilities being researched include a i~ to 1~ sales tax iri • both
Marin and Sonoma Counties; gas tax ~ of 2 to 8~ per .gallon in both
.. counties; development fees. It is estimated that 69.0 of ..the .proposed
revenue would be generated in Sonoma County. A poll , is being
conducted to ask persons in both counties if they wish to be taxed for
.r such improvements. Mr. Tencer asked the Council to consider . at some
.future meeting if it wished to support .any or all of the proposed taxing
schemes and which improvements the Council wished to support. The
Council took no formal action .

Rip Stern of Sola Optical advised the Council they are willing to remove
all conditions from their action to withdraw their protest. That action
resulted in less than a 50o protest.
Mr. .Brunsell advised the Council they may proceed with the
recommended resolutions to proceed with formation of the district for
construction of the sound wall.
