MINUTES: The June 22 minutes were approved as submitted.
Th June 29 minutes were amended as follows: Page 2 - last phrase of
econd paragraph is amended to read, "..and the Council felt the traffic

PUBLIC COMMENT There was none .
COUNCIL COMMENTS Michael Davis noted the County is working on North
McDowell Blvd. north of Sunrise Subdivision. He has had complaints about
rough road conditions and potholes; and noting the County is doing road
work in the area, he suggested someone contact the County to advise them
That the City is planning an assessment district to improve a portion of N.
McDowell so there isn't duplication of street work.

`Mayor Hilligoss noted the travel lanes on North McDowell are confusing to
drivers because the placement of protected left turn stacking lanes results in
a zig-zag travel lane.
Mayor Hilligoss showed the plaque received by the City from the Northern
Region of the Conference of Planners on the General Plan. She also advised
there is a contingent of Japanese ninth graders staying in Petaluma for 3
weeks . A 'talent scout' was in the audience looking for persons to participate
in a Shaklee (food supplement and cleaning compound company) television
commercial which will be filmed in Petaluma. The Sonoma County proposed
budget anticipates the closing the the Municipal Court in Petaluma as a cost
saving measure for the County, but it will be an additional cost for the City
for extra travel time for Police in connection with their Court appearances.

Larry Tencer asked if the staff had considered including the Council.
subcommittee on Growth Control in the proposed Growth Control staff
conference scheduled this week. {S;taff responded this is a very early stage'
in the Growth Control update and the Council subcommittee will be included in.
the process when it is more clearly defined.)
Future Meeting - The Council agreed to schedule an adjourned meeting on
August 24 in the evening . ~,i -s

NOLLAN vs. CALIFORNIA COASTAL COMMISSION
City Attorney Joseph Forest explained 'the probable impact of the U, S..
Supreme Court decision, Nollan vs . California Coastal Commission relating
to public easements. He noted the justification and findings for
requiring public easements will have to be stated.

The public hearing was opened. There being no one to speak the
hearing was closed. Fire Marshal Clyde Thomas noted that 135
property owners have been billed a total cost of $15, 552 for the
1987 weed abatement program. Reso. 87-216 NCS confirming the
cost of abatement of weeds ordered abated by Reso. 87-91 NCS was
introduced by Brian Sobel, and seconded by John Balshaw.

The City Council considered the proposed 1987-88 .Affordable Housing
Program., the proposed Second Mortgage Program, and the.request from
Burbank Housing for 198?-87 Land Acquisition Funds .
Planning Director Salmons' ~ advised the Council he will prepare resolutions
for subsequent meeting action on the following items:
1. It was moved by John Balshaw, seconded by Lynn Woolsey 'tos.
Provide the direct developer assistance in the 1987-8'8 proposed
program for Madrone _ Lane apartment project in the ..requested

at a maximum cost of $400,.000.. Of that, total $200,000 is from ,last
fiscal year appropriation, $200, 000 is fr. om 1987-88 fiscal year
appropriation and $16, 000 is for administrative .costs .

final. form for formal adoption . .

4. Land Acquisition for Cherry Hills - Burbank Project It was
moved by Brian Sobel and seconded by Lynn Woolsey to:
-Authori-ze staff to proceed to work out the. details of the
assurances and if there is no requirement to conduct an Article 34
Referendum for non-senior housing .
-Express Council intent to obligate the money ($200, 000) for the
land purchase (Cherry Apartments -Burbank Housing) .
-Direct the City Attorney to draft an agreement for this project for
Council approval.
-Note that if there is a requirement to hold an Article 34
Referendum for non-senior housing the support for this land
purchase is a .moot question at this time.

SCHOOL CR-OSSING GUARDS •
The Council received a .proposed -agreement from the .,Old. Adobe: School
District which placed. the entire 1'ability for crossing guards. on the: ,City
of Petaluma. This version of the .agreement had not been referred.. to
the City's legal staff for review. Some Councilmembers expressed
concern about the City entering into any agreement for school crossing
guards for intersections that do not meet the State of California warrants
for school crossing guards, thereby creating a future liability impact:' of
unknown nature . Staff presented an alternate agreement to the Co`"uncil
for their consideration .

direct staff to refer .the alternate ..agreement to the Old Adobe
School District Board•~for .approvah. • '
