~ AIRPORT CONSTRUCTION BID OPENING
City Manger John Scharer advised that on August 12, •~1987~, .there `was a
bid opening for the next phase of airport construction. At this time the
bids have not been reviewed sufficiently for Council consideration. This
will be brought to the Council as soon as possible. -

CO-OP AGREEMENT WITH CALTRANS
.: Reso. 8.7.-246' NCS authorizing the City of Petaluma to enter into a Coop
Agreement with the State of California Department of Transportation ,
The agreement provides for. the City to reimburse CALTRANS for their
costs in reviewing the plan line geometrics, right-of-way acquisition, and
construction plans for the future widening of Lakeville Highway. The
' total review cost is estimated to be $9.2, 000.00. The • initial payment of
. $23, 000.00 is due twenty (20) days after execution of the agreement,
• ~$23, 000.00 ninety (_90) days after the agreement; and, $46, 000.00 when
plans for the widening are submitted. ~ '

League of California Cities to- ask that there be time set aside at the
October annual meeting for _ cities to discuss, problems that arise.. when
locally funded ` improvments are .made to State' Highways ~ ' where ~ liea'vy
' fees and great time delays are experienced as a result of CALTRANS
_ processing.- _ _
The City Manager advised that staff is scheduling 3:00 p.m. meetings on
regular meeting days, that being the 1st and 3 Mondays of each month,
to i schedule items of City business that deal' with staff and Council
discussion and to schedule public interest items in the evening . It was
Council consensus that the Consent Calendar should be considered in the
" ~ ~ afternoon, 'but in the event' any item removed from the Consent Calendar
should be continued to the evening meeting. '' '

DENYING CLOCK TOWER APPEAL _ . ~ _ ~ _. .
The Council considered several letters of appeal from the Site Plan
- Architectural Review Committee 'action of July" 23, 1987; to approve a
Clock Tower for the Petaluma Plaza shopping center. This -clock tower
isl propsoed'.to be 75 feet high-~on- four• uprights ••that •are 18Z;.feet apart
with the word Petaluma on the top so that it can be visible from the
freeway. Those appealing were Bob Koenitzer', James -Webb and-'Alvin
Badenhop. ~ - - -
The 75 foot clock tower which is to be placed in a triangular--plaza in a
corner of the shopping center has four 24-inch square legs. At the top
of. the open framework below a mansard roof is a four-sided cubical
clock; suspended beneath the clock hang pre-oxidized .copper tubes a
-" ~ ~' foot in diameter and 'nearly 20 feet long ~smulating chimes. ~On'each side
isl a lighted sign reading Petaluma. -Th'e mansard roof is. topped with a
- nearly flat stained-plastic sky light.. In the base of the clock. tower is a

Cities annual meetng in San Francisco. Council agreed to hold the
regular meeting which would have been October 5th one week earlier on
