Richard Rose of 2 Baker Court submitted a petition with 322 signatures
supporting a city-wide regulation of smoking .

SYCAMORE HEIGHTS
Reso. 87- 274 NCS establishing a traffic mitigation fee for Sycamore
Heights. The fee shall be the lower of the following: (a) Major
Facilities Traffic Mitigation Fee if established by the City prior to close
of escrow of any units in this subdivision, or, (b) One Hundred and
Fifty Dollars per daily trip end per unit [the number of trip ends per
day generated by the project will be 10 per housing unit] .

Reso. 87- 275 NCS approving revisions to the unit development plan for
Park Place VII pursuant to City .Council action on September 8, 1987.
The traffic mitigation fee shall be the same as that imposed on Sycamore
Heights; i.e., the fee shall be the lower of the following: (a) Major
Facilities Traffic Mitigation Fee if established by the City prior to close
of escrow of any units in this subdivision, or, (b) One Hundred and

Finance Director David Spilman presented a review of the City's ~ revenue
sources and drew the Council's attention to the economic changes since
the State Constitution was amended in June~'of ~ 1978 by' tli'e passage of
"Proposition. 13`"..~ Charts depicting the following changes from 1978 were
presented to the_.:Council:_ inflation has _increased the -cost of goods 930;
street miles to_ .maintain up_ ..from 9.5 5_ to 119.5 _. (25 0) ; park acres to
:.fit. maintain up from .7.6 'to 122_:(61$) with , a.. known future increase to 269
acres (1200 over current); population up from 32..,326 to 39,163 (210);
Municipal Cost Index up from 205 to 340 (660) ; San Francisco Region
Consumer Index up from 187 to 345 (84$) ; General Fund revenue~s~ "from
4, 550, 000 to 9, 843, 000 ~ (.11.6 0) ; ..General Fund .expenditures_ _up from
4, 348, 000 to 10, 433, 000 (140 0) ; Public Works expenditures up from

The Finance Director reviewed the following alternatives _ ~~to ~ ~ increase
revenue: admissions fee on entertainment function tickets; business
license fee increase; building fee increase; user service charges; rental
fees for city-owned property, _interest earnings, and utility users fee.
After a brief recess, the City Council ~cliscussed the utility users fee at
great length.
At the conclusion of the evening the Council requested that staff
proceed to prepare for a public hearing on the latter proposed revenue
source and asked staff to develop comparative dollar information on the
amount of revenue that would represent the proposed exemptions and
the amount of revenue that sewer and water users might bring in.
Regarding the proposed Appeals Review Board in the draft ordinance,
the Council suggested this be an appointed committee.
