Joan Silva was awarded_;s Z;51.OQ;~for, a -suggestion changing the hours
during which routine: .computer repairs are implemented and she was
awarded an additional $25.00 for the suggestion modifying the procedure
for processing accounts payable checks which res.ul_ted ,.in saving time
and reducing frustration.
Butch Smith was given a $25.00 cheek for his suggestion regarding the

City Engineer Tom Hargis, .asked the Council to consider an agreement
with the developer of Wright Subdivision for them t,,o ,construct the
West/Laurel Street (City project:) ~imp;rovements, .in order~l,to have minimal
disruption. to th'e ~ neighborhood> by "avoiding the conflicts of separate ,

coritractox's handling separate construction projects ,in the Ysame' area. In
addition, .'the .utlitie's to: be .;installed .with .our West and Laurel Street
project are .essential to the occupancy of the Wright Subdivision: If the
City construction project is delayed, there wouTd~,~also .be a,~delay of the
Wright Subdivision occupancy. There • may ;,be some cost sayings to the

Council of their activities. Captain David.. Long from the Police
Department reported on the current status of the Police.. `} •' • ~ i"
The Council made some suggestions for future •d'epartrriental~•"reports.'•~f
., r. ;.:;.i - Council, requested a= conger range ~ comparisoxi than just the change
of years period of time. They would also like to have information
on population increases and other data that might affect any
statistics a department would be using for these reports: - - - ~' i
- For Police Department reporting the Council asked if-~ •they 'would- '-be
able to differentiate on their statistics whether their activity relates
~i 'fo "weekend entertainment!' vs. !'domestic violence". '
- When there is a "professional. hit" in the homicide count, the
Council would like to be aware of that.
Generally speaking the Council would ~ like to• •have• ••more background
on what may have affected the statistical comparisons a department

- •~ ~ Relating ••to narcotics, Captain ~Lorig advised that the Federal Bureau
_ of Investigation has.-only two (2) agents . i~n the whole United States

It was noted that Gretchen Wolfe~••of •:the,:Police Department had suggested
that volunteers be used for inputting information as the Police go on the
computer ~ ~ system . Council asked that Gretchen's suggestion be sent
through the Employee Suggestion Program for ~consideratiori of an award.

prepare a proposed polic+y. regarding communications that are directed to
the Council 'but really should have Commission recommendation prior to
Council action. .The Council• directed the • Parks .and ..Recreation
Commission to revise the Master Plan for Lucchesi Park to include the
Boys and Girls Club site in. the locationthat had been indicated at an
earlier Council meeting .

The Council considered the suggestions of staff for lot design for the
proposed subdivision bordering on Maria Drive, Banff Way, and Bond
Park. •.-.CCouncil.: consensus was to select the lot design that allowed access
