PROPOSED SMOKING .RESTRICTION ORDINANCE Councilman Michael Davis presented a proposed smoking. regulation ordinance. After some discussion regarding the ordinance., the Council asked that the Chamber of Commerce disseminate information on the proposed ordinance to its membership for input to the City Cou-Heil at the hearing whch.:has -been scheduled for the evening ~of November 9.. - ~ (.~ i .` i~ A7 RESO. 87-305 NCS "VILLAGE SHOP" .APPEAL DENIED The location of the project is 122/124 _ Kentucky Street. The ••appeal submitted by Linda Kade, architect for, the; ..faire. damage reconstruction project, requested relief from the Site Plan and Architectural Review Committee (,SPARC) condition that the exterior of the building be finished with brick to match the adjoining buildings . Ms . Kade's position on behalf of the property owner was there would be a heavy financial impact if the Council supported the SPARC .requirement to u e brick for the reconstruction. Mr., Wood, owner of the- "KOA recreational vehicle campground located on Rainsville Road, expressed-, his concern about adding to the costs of his patrons. The ordinance was introduced by John Balshaw and seconded by Vice Mayor Woolsey. The Council reiterated their direction that staff to require that lot coverage plans for all commercial and industrial buildings shall allow for expanded parking facilities should the use of the building become more intense in the future. The area designated for future parking, if needed, should be part of the new building's landscaped area. Introduced by Larry Tencer, seconded by Michael Davis. AYES: Sobel, Balshaw, Cavanagh, Davis, Tencer, Vice Mayor Woolsey, Mayor Hilligoss -~<~ NOES: None ABSENT: None RECESS The Council recessed from 9:10 to 9:20 p.m. CHILD CARE Director of Parks and Recreation James Raymond and staff member Karen Gonzales addressed the Council regarding the Recreation Commission's child care survey. "In home" care facilities were not included in the study. The Council discussed the idea of acting as catalyst in establishing a facility and then turning it over to the private sector when it is in operation and, if that proves to be successful, act as catalyst to establish other child care centers in the same way. The Council directed the Recreation Department/Commission to look to those cities that have 'vigorous' programs and attempt to survey the needs .for child care during hours other than 8:00 a. m , to 5:00 p , m . The Council asked for a report in 30 days. It was moved by John Balshaw, seconded by Michael Davis, that the Parks and Recreation Commission come back with a proposal on child care and that the Council appropriates $4, 000 from the General Fund (with the understanding this may be an insufficient amount of money for the study) . It is the Council's intent that a child care project be ready for implementation by September, 1988. The Recreation Director is authorized to bring back a contract with a consultant to do the work. AYES: Sobel, Balshaw, Davis, Tencer, Vice Mayor Woolsey, Mayor Hilligoss NOES: Cavanagh ABSENT: None HIGHWAY 101 CORRIDOR Larry Tencer reviewed the results of the Highway 101 Action Committee's results of the Feasibility Analysis of alternative transportation systems which is Task 3 of the Phase II work program. The study looked at 11 alternatives to reduce congestion on Highway 101. The overall findings indicate that none of the 11 systems tested would result in year 2005 traffic conditions on Highway 101 which are better than current 1987 traffic conditions which are at Level F (in Transportation language) .
