The Council heard the recommendation .from Recreation Commission to
authorize the Petaluma School 'Dis'trict, Casa''Graride High' ~ Scliool` Wildlife
class, to use Lucchesi Lake for a fish hatchery program;. The specific
proposal is for students to raise catfish in the classroom.laboratory and,
to plant them in Lucchesi Lake. It is „planned. that the high seho.ol class;
may_ raise„ steelhead "for planting in. Adobez Creek so`me~time iri the future.

HAMILTON FIELD DEVELOPMENT ' ' ~ ~ ' -'
Jim Revoir, a par""trier in the proposed .develoliment`of "fhe'~for'mer U. S.
Air Force base in Marin County (Hamilton Field),~'r'e"viewed the major
amendments to the proposed„ Master Plan for a medical research. center
and residential development. Several months ago the Council had,'` -heard
a presentation on the previous, more intense plan. The current 'project
design has reduced peak hour trips from 2, 700 to 1, 270 per day;; ~^~
reduced jobs from 11,.500 to 7, 5.00; and, they added 400 market an `"'~~'
rental housing. units for a total residences of approximately 3, 500. The
Council took no action. ~~~

DRUG .GRANT - -
Resolution 87-309 NCS approving grant application :for.. additional •law
enforcement program to prevent substance abuse (a• task force for the
entire County) . Police Chief DeWitt advised the Council that the drug
task force grant application the Council approved at a recent meeting
was for Southern Sonoma County. If the grant application covered by
this resolution is • approved~,• • the • Southern Sonoma task force , will..not. be
necessary. The resolution was introduced by Larry Tencer, seconded
by Michael Davis . _ , ,

The Council recessed to a Study Session and discussed the following items:
Commendation program for employees.
T.he Council agreed that :there :shall be a form of employee recognition
. established .-for public •acknowledgement of professional and personal
achievements. Staff w•i~ll ,prepare a proposed, commendation program for
Council consideration by December 21.
Santa Rosa regional sewer disposal alternatives
It was Council ..consensus to oppose any. disposal alternative that would
bring their sewage south to our area. ..When Santa Rosa develops amore
specific plan, the Council will, take a stand.
Capital Budget for Recreation Commission
Staff advised the Recreation) Commission has a capital budget adopted by
the Council as recommended by the Recreation, Music and Parks
Commission... If the Council wishes to provide the authority to the
Commission to make expenditures, this should be a line item in their
budget.
The Council requested a separate report on these short study session items.
This report should show the entire study session listing and include the
Council's direction.

regarding the. Planning Commission action taken on September 22, 1.98.7,
for the first annual review of Boulevard :Bowl's use .permit. ~ -Mrs.
Magers' requested that additional .action be taken "so that bowling, noises
from within the bowling alley will not be heard by .any neighbor or
neighbors at their property lines" , to continue annual reviews of this
use permit in perpetuity, and to require speed bumps in the ~p,arkng~.

the bowling alley when her windows are open . She also hears the
garbag,e~ .being dumped, tire screeching' at night and loud, blaring noise.

ordinance :increasing the .fee paid by each • business in the area, and to

Council Discussion There should be a re-evaluation of the fee schedule
.. when the Council considers the budget for 1989-90. Staff was asked to
_ bring back suggestions regarding a sunset clause for the fee schedule,
W _..•;regar,ding,;,fees~:,levied on retail collectives. Staff was asked to prepare
an ordinance for consideration at the November 16 Council meeting-. ~ r.
STREET NAME CHANGE
The proposal to change the street name of Petroleum Avenue to
Edgewater Drive was discussed. The Council askedstaff to .refer the
alternate name, Marina Way, to the Street Naming Committee as well as to
the property owners . The subject was continued pending receipt of the
responses.

SOILS STUDY/ELLWOOD COMM. CTR.
Fire Marshal Clyde Thomas advised the Council the soil and ground
water contamination will need to be tested at Ellwood Community Center
in connection with the gasoline tank removals and he asked the Council
for funding approval. The Petaluma People Services Center plans to
construct a building at the site and building plans cannot be approved
until the soils testing has been completed and results evaluated by the
Sonoma County Health Department the the San Francisco Bay Regional
Water Quality Control Board. Reso. 87-311 NCS authorizing staff to
proceed with soils testing at the site of the gasoline tank removal at
Ellwood Community Center. Introduced by Vice Mayor Woolsey, seconded
by Michael Davis .
