Introduce Ord, 1706 NCS approving the development agreement .between
the City of Petaluma and Duffel Financial and Construction Company °for
the Muirwood Golf and Country Club property. This item was removed
from the Consent Calendar in order to amend. Paragraph 8. - Public
Access of Exhibit "D" to provide for the majority of daily tee times to
remain open to the public and to provide that purchasers of residential
units may be provided golf course privileges (~underhned words ~ were
added).
FIRE DEPARTMENT ,REPORT ~ ' . _ . ~ .
Fire Chief Jim Gibson, Battalion Chief Bob Gloeckner and Fire :Marshal
Clyde Thomas gave a brief overview of the Fire Department operations,
pointed out the cost effectiveness of Petaluma's Fire Department'over six
cities. Hof ;like .size. :There also • was a presentation of; the utilization of
available on-duty fire fighters~~at~ each of the.: three stations, (-as well as
paramedic personnel) and the requirement fo:r additional fire. fighting
personnel when Fire Headquarters personnel have responded... to a call.

In order to maintain. the current level of service, the Fire Department
will be recommending the Council approve hiring of additional personnel.

Fire Marshal Thomas advised that heating systems and electrical systems
were the main sources of heat in residential fires . An ordinance relating
to fire-safe roofing will be presented to the Council early in 1988.
The ambulance service was called out 2, 725 times in 1986. The Fire
.j ~~ ..: Department will be developing a recommendation to place one ambulance
`: ~'on the east side of town in .1988.:
The City Council complimented the .Fire Department both for their
presentation and their excellent service to the community.

Bonnie Nelson:,. 147 Ellis Str`eet~ - she suggested that .there is a lot ~of money
bein°g. spent to promote.. the downtown and that charitable organizations might
Abe ~ available, to help . with those promotional ~ efforts . She wasn'.t overly
impressed witYi. the. live music downtown and felt if the music .was paid for,
the . ~payor .didn't get its money's worth. Regarding restroom .facilities
downtown, :that is the first courtesy a business should give its. customers,
and stores :are turning people down-from using their facilities. There should
be signs• indicating the location of the public restrooms'.

Vice Mayor Woolsey asked when there will be an answer to Vena Jenkins and
her neighbor, Mrs. Schulman's, correspondence regarding drainage in the
Laurel/West Street area. City Engineer Hargis advised he had met with the
ladies' attorney ~ this morning .
John Balshaw noted. with the Director of Parks and. Recreation, Jim Raymond,
leaving the City, this is an .opportunity to look at the City's organization.

FLOOD CONTROL ACTIVITIES', 1987 •
Councilman Larry Tencer reviewed some of the activities •involving flood
' control: The preliminary design for Payran Street Bridge
removal/replacement report will be available for presentation to the
Council in December, 1987. ~ The ~ A•rmy Corps- .of Engineers detailed
reconnaissance study is scheduled for completion in April, 1988.
Requests for proposals for preparation of the environmental, economic
and engineering analysis of the Sonoma County Water Agency Master
Drainage Plan will be sent out in December, 1987. The emergency
pedestrian egress from Leisure Lake Mobile Home Park to U. S. Highway
101 is complete. Depth indicators have been installed on Stony Point
Road.
