and #49 is $84,000.00, which will be disbursed to the "City of Petaluma", a
Municipal Corporation, upon close of escrow, instructions to refinance of
Diamondhead existing First Deed. If any one comparable unit is sold within
180 days for a higher price, Diamondhead, Inc. agrees to pay the difference
to, the City of Petaluma. "

boundaries of the historical zone. The boundari~'s •of 'this •proposed zone
are Bassett and "D" Street running north and' south and Keller/Fifth -

architecture and design. =Construct-iori; reconstruction or rehabilitation
of any buildings within the Historic District must be accomplished

within the parameters of scale, materials and detailing typical of pre-1930
structures, and must be of a design that is consistent and derivative of
one of the styles authentic to the District. Accessory structures such
as garages, sheds, barns and gazebos, as well as principal structures,
must be treated in accordance with these guidelines and standards .
~' The Council recognized that the' emphasis of the recommended
guidelines should be on any portion of a structure that is within
sight of the public street, but that views .from other properties are of
importance, as well.
Any existing or .new development within this new overlay district must
then comply with the requirements of the underlying zone as well as with
the more restrictive requirements of the new historic overlay zone.

The public hearing was opened. Speakers: Frank Cassou, Business
Manager, Petaluma High School,:District • requested that the Petaluma
School District AdministrationBldg. located at 5th and C Str-eets not be
included in the Historical District. The Council did not •grant the
s request.

• Rod Sutliffe, 26 6th Street inquired as to fire loss of a
~:~~ ~ structure located in this district. Would it have to be rebuilt~iri the
same architectural design, as fire insurance would probably not cover
the' cost : ~ : • ~ , • .. - -:
Pamela Tuft., Principal ~ Planner said the outside of buildings .would
have to be compatible with the architectural style but the• interior
design is not regulated by the overlay district. The intent is
to maintain the same outward appearance but not to require identical
materials in remodeling or reconstruction. The public hearing wasp
closed.

The Heliport is operated for private use only; the operations are •=
conducted during VFR conditions only. Should VFR operations between
sunset and sunrise be desired, heliport lighting. shall. be installed in
accordance with FAA Advisory Circular; ~fhe helipad must be located on
the site so as to maintain an obstruction free 8:1 approach slope -and a
2:1 transition surface; and the hospital heliport shall be identified with
FAA acceptable markings.

Recreation Director Jim Raymond noted The Recreation, Music and Parks
Commission and architect Eric Glass visited the Rohnert Park, Vacaville,
Fairfield, Willow Pass, Concord and the Pleasant Hill Community Centers.
There was discussion but no direction on funding. It was the Council
consensus to authorize staff to continue with the design phase of the
Lucchesi Community Center and to construct the project in one phase if
it is possible and directed the Council ~ to explore financing

The 10.1 Corridor Action Committee is seeking p"ublic input for ail phases-
of the 18 month project. by establishing a 75 to 100 member advisory
committee to be a sounding board for judging put~lic response to- the
transportat-ion alternatives. It has been proposed that each .Action
Committee member appoint two persons to 'the Community Advisory
Group . Vice Mayor Tencer and Mayor Mattei will meet to consider the
applications received in Petaluma.
