ROLL CALL: 7:00 p.m. ~Qo PRESENT: Davis, Sobel, Woolsey, Cavanagh, Balshaw, Vice Mayor Tencer, Mayor Mattei' .' _. _ ~ ' . PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. FORMAT FOR EACH ISSUE The public who spoke at the earlier meetings will be given notice regarding the schedule of each issue, so they all may know when to come and be heard on any given issue. Staff will present the subject, .review the reason for the request and answer the Council's questions. Then members of the audience will have an opportunity to address the Council on the subject under consideration. The Council will consider the issue. The Council will then poll its membership to determine whether or not there is tentative Council concurrence on the proposed action subject to any environmental considerations as contained in the draft EIR. Those items that have received tentative approval will be placed on hold until all the other General Plan items have been considered. At that time the entire group of items will be reaffirmed by adoption of a single all encompassing General. Plan Resolution, and certification of the related environmental impact report. Those items that have not received Council concurrence (Straw Vote Items) will be considered again at a later meeting. ~ _. . MAP ISSUE REQUEST -BIKE PATH -Remove the proposed bicycle path along the west .side of the Petaluma River from north of McNear Hill to "D" Street. Requested by Bob Stimson on behalf of the property owners. Planning Commission Recommendation Re-Route the bike path from the west side of the river at McNear Hill into the residential area west of Petaluma Boulevard and return it to the river at "D" Street. -and- Clarify policy statements in the draft text specifying that some types of projects may result in the creation of a river buffer area as determined by the State Lands Commission, Department of Fish and Game, Sonoma County Water Agency and City policy. Speakers at Council meeting: Bob Stimson -representing property owners of the area, Paul Lewis -Bar Ale (they .hold control of the westerly bank of the Petaluma River from "D" to "H" through the year 2006) , Herold Mahoney - suggested a bike path on the peninsula, Mac Carpenter - representing the quarry said the bike path would impact the quarry. The City Council tentatively approved the Planning Commission's recommendation. Planning Commission Recommendation -~r Make the highest number in each range up to the maximum allowable density in that designation and delete the lower number. (For example, Urban Standard would go from 2.1 to 5.0 dwelling units/acre to a maximum allowable density 5.0 '' ~ ' dwelling units/acre .
