PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited.
MINUTES The August 11 minutes were approved as submitted.
The August ~ 18 minutes were approved as submitted. The City
Council accepted the request of Pearl Evans to revise the wording of the
Adult Entertainment Ord. 1662 NCS. "Using the definition of adult
entertainment businesses from the Planning Department's report, we consider
that these businesses violate the community standards of Petaluma citizens. We
consider the activity and material of the businesses to be obscene or
pornographic. We are stating that we do not want adult entertainment
businesses to come into Petaluma. "

Introduce and adopt Ord. 1665 NCS levying Rate of Taxation upon the
assessed valuation of the property in the City for the fiscal year
July 1, 1986, to June 30, 198?. The tax rate is $.021 per $100.00

TRUCK TRAFFIC
PAYRAN STREET
The following named persons spoke .requesting that heavy truck traffic
be restricted on both Payran Street and East D Street. Jim Ricci., 316
Payran,. and John Dutton, 352 Payran. ,.
John. Barella of North Bay Construction and Bill McGee of Reliable Crane
and Rigging., both with. businesses that are located on Payran and that
use heavy trucks, noted the City required them to widen their portion.
of Payran to 4 lanes, and the City's approval of their recently
constructed buildings took into consideration that these companies will
use Payran Street for their trucks .

Vic DeCarli, owner of the propane distributing carnpany on Wilson
Street, noted. his truck's are quieter than .most aid shouldn't be a.
negative impact on either East D or Payran .Street. ~.- ..

Staff noted that the geometries of the. Payran Street/ East Washington ~ .
intersection were designed to meet the requirements of J. H,. Pomeroy's _
long, reinforced-concrete beam transports. It was also noted the ~ .
residents of the Payran area requested Light Industrial zoning for the-.
vacant land in that area. By the nature of Light Industrial zoning. -i•:•
a certain amount of truck traffic should be anticipated.

Council consensus was to ask staff to study the truck traffic patterns,
the possible solutions including signals at Caulfield .and .Payran or on t
Lakeville at one of the intersecting streets, truck: permits, exempting:,;~ ~'
certain. equipment, restricting hours trucks may use certain streets, and
to report .back to the Council on the suggested solutions in October.,•'__ ~.~
PETALUMA TRANSPORTATION
TASK FORCE
Vice Mayor Tenter told the Council. this is an effort to .promote and.
develop transportation efficiency through the private sector by
increased participation in carpooling, vanpooing and public transit
systems . Edward Weber, Executive Director of North Bay Transportation
Management Association asked the City Council to participate in this
effort. Council consensus was that staff- should meet with Mr. Weber. to
put a program together and to report back to the City Council.

BUS SHELTER
-TRASH RECEPTACLES
-_ i City Manager John Scharer said the Golden Gate Bridge District will
place trash receptacles in their bus shelters if the local jurisdictions
will maintain them.. The City Council approved placement of trash
.~ia~ containers in the 6 bus shelters if emptying them will not be a cost to
the City.
RIVER
The Council asked staff to schedule an agenda item to discuss the
current status of river related projects.

adjourned at 10:00 p . m .
