Page 467 Wastewater Storage .Ponds, revise sentence to read, "Councilman Balshaw expressed concern regarding. the continued reduction in storage capacity of the sewer ponds and directed staff to monitor it very closely and have contingency plans." Consent Calendar The following items were approved by the adoption of a single motion which was introduced by John Balshaw, seconded by Lynn Woolsey . The appointment has been scheduled for September 15. 1 ;. August 18, 1986 R RESO. 86-230 NCS SYCAMORE HEIGHTS GRADING Reso. 86-230 NCS approving grading permit Introduced by Vice Mayor Tencer, seconded by AYES: Davis, Sobel, Woolsey; Balshaw, Vice Mayor Tencer, Mayor Mattei NOES : None ABSENT: Cavanagh 469 for Sycamore Heights. Brian Sobel. LOW/MODERATE INCOME HOUSING The City Council discussed the low/moderate income housing site acquisition guidelines as proposed by the Planning Department. Some of the Councilmember's comments follow: the City should pursue the mobile home option; would like to see 7 dwelling units per acre or higher density; not comfortable with City holding second deed of trust - would prefer a percentage of the valuation; no double or triple dipping - do not want to purchase apiece of land to give a developer assistance; not interested in committing to apiece of property that would not support a market-return under existing zoning; the first year take a small project, i.e. from 4 to 15 units; we should maximize the number of units; there was concern about the neighborhood objection; this should be an in-fill project; currently the City does not have the authority to build and own such housing, so the likelihood is the City would work with another organization; the sites should be convenient to shopping, transportation, recreation et cetera; the only place you can find lower cost land is on the outskirts of the City. Staff will formalize the Council's discussion for a subsequent meeting; information on the types of housing that are needed and the funding sources .for those housing types will be collected and referred to the Council. RESO. 86-231 NCS LAKEVILLE PLAN LINE Reso. 86-231 NCS repealing Reso. 85-79 NCS and reapproving the issuance of a mitigated negative declaration of environmental impact pursuant to the California Environmental Quality Act for the Lakeville Highway Plan Line. Introduced by Brian Sobel, seconded by Michael Davis. AYES: Davis, Sobel, Woolsey, Balshaw, Vice Mayor Tencer, Mayor Mattei NOES:. None ABSENT: Cavanagh 1 MAGNOLIA HILLS/BURBANK HOUSING The representative of Burbank Housing, Mr. Lowry, answered the Council's questions about the project. It was agreed the agreement should contain a provisions to bring monies put ' up ~'by th e City back to the City, and there shall be no rentals of the self-help housing until such time as the mortgages are paid. The City will recover its money if 470 ~ August 18, 1986 the housing is sold at market rate or after thirty years. The definition of 'moderate' income was established to read 'it is not to exceed 100$ of the median income for Sonoma County! . ,Seventy-five percent of the participants will have income, not to exceed 80 0 of the median .income of Sonoma County. Twenty-five percent of the participants will earn between 80 o and 100$ of the Sonoma County median income NEXT MEETING. The next meeting will be Monday, August 25, at 7:00 ~p.m., for a P . C . D .
