AYES: Davis, Woolsey, Cavanagh, Balshaw, Vice Mayor Tencer, Mayor Mattei - NOES: None ~~•it~.: ABSENT: Sobel S_E_ WER UTILITY After some discussion regarding the proposal to increase the sewer connection fee from $900 to $935 and the monthly sewer service charge for residential from $6.60 to X8.25, for commercial from an average of X19.56 to an average of $24.47., and the industrial sewer service charge from an average of ~2, 800 to an average of $3, 500, the Council continued their consideration to July 28 at 3:00 p.m. At that time, they plan to consider the. possibility of stepping up the sanitary sewer collection system and . plant upgrade to a three-year project from a seven-year project. Staff wasasked for the cost information on :such a change in the sewer projects. The .Chief descrilj:ed the activity wherein person"s between the. ages of 18 and: ~ 21., who look their ages, : accompanied by .either a policeperson or an Alcoholie~ Beverage Control person, present true identifications • to establishments which dispense alcoholic beverages .and do .not lie when asked questions 'by the retailer. The City Counclmembers~ expressed. their support .of~th'e effort to reduce the availability of liquor• to~ minors through retail establishments. Chief Murphy noted there have been fewer accidents involving minors in our area. Assistant City Engineer Les Ruli reviewed the proposed undergrounding districts. Staff has not received any correspondence opposing the Keller Street undergrounding. The project is expected to be under construction sometime in the Fall of 1987 or Spring of 1988. Planning .staff and the City Attorney advised the city Council that this ordinance is, being recommended because th'e City currently has no way of regulating thin type of business . A c"urgent United States Supreme Court decision requires that cities develop specific regulations for the .siting and control of this type of business if the community desires to maintain a~ type of control over adult entertainment.
