Myers passed away on July 5. He was Councilman from July 1, 1935, to
September 5, 1950, and. Mayor from September 5, 1950 to July`' 1, 1953.
The Council meeting was held in memory of Leland Myers.

Staff was asked to prepare guidelines for this process~pror to the end of
the second fiscal quarter. An area to be considered would be that which
is considered rural property which would be in the pathway of our
development. The Council also requested that the Burbank Housing' group
provide the figures for all costs to enable the Council to :compare sweat
equity construction costs with other low/moderate income housing.

- CASA GRANDE HIGH SCHOOL FIELDS
:.Tt ,T+he~ Council considered the status report on development of a joint use
~i.:' ~ agreement and possible community athletic facility at Casa Grande High
• School. The Casa Grande Boosters have committed 47, 00 towards the
,'[ :project for architect, update~~of the :of.'the design• and construction. The
-Council unanimously authorized "to proceed with the expenditure of funds
to get a preliminary master plan on the 20+ acres" by motion of Lynn
Woolsey and second of John Balshaw.. The Council also noted the proposed
joint powers agreements (one on the master plan and the second with the
school on the actual use of the project) should be redesigned to give more
control to the City .
Costs The Council asked for a 'best estimate' of the final cost of the
. , proposed community athletic facility that may be constructed east of the
City, for an estimate of the cost of developing the open acreage at Casa
:~.>. Grande High School, and a report on what funding is available for the
foregoing .

BOYS AND GIRLS CLUB
" The Council heard the report from the Petaluma Boys and Girls Club
regarding their search for an east Petaluma site and request for direction
from the City. The Council accepted the report and directed staff to
investigate any potential east side neighborhood and any related problems
before any further action is taken:. The matter was referred to the
Recreation and Planning departments.
At 5:30 p.m. the Council recessed for dinner.
The meeting was reconvened at 7:00 p.m., all Councilmembers were present.

'The City Clerk advised the Council that she had received late
~, ~: , correspondence . from persons interested in being appointed.. ,The Council
reaffirmed their direction that "letters of application not received by the
Council or City Clerk prior 'to the deadline (5:00 p.m. June 25) would not
be considered", moved by Vice Mayor. Tencer, seconded by John Balshaw.

AIRPORT ADVISORY COMMITTEE
. Tle City Council agreed to continue consideration of appointments to the
Airport .Committee. ,until after the Council .has discussed whether or not to
make this appointive body a Commission or not. All appointments are valid
until a successor is appointed, thus the appointments that expire on June
30, 1986, remain valid. A study session was scheduled for August 11 to
discuss this . ,

In response to a complaint (received from Walter Bruun, Sunnyslope
Avenue) about amplified music, emanating from the Sonoma-Marin Fair,

-~ to write to the California Supreme Court in support of the petition of the
~~ •~ ' • iCity of Costa Mesa for review of the 'Court of Appeals decision regarding
the inapplicability of zoning regulations on a district agricultural
association. Mrs. Beverly Wilson, Manager of the Sonoma-Marin Fair noted
that they continue to try to keep' •the fair concert sound technicians aware
of the need to keep the volume at acceptable levels.

NCS amending Chapter 17.12 of the Municipal Code to modify the amount

BOB BENSON GENERAL PLAN
AND .AUTOMOBILE AGENCY PROJECT
• : J"A4fter a presentation by the -.Planni ng. Director,. thet, public hearing ~ was
-- opened. Bob Benson spoke to the Council and answered their questions
regarding his proposal to construct an automobile dealership complex in
Rancho Arroyo Business Park on a 15.18 acre site which is adjacent to
Highway 101 and is accessible. by a street that connects to Industrial
Avenue. The Council agreed that the type of automobile repairs which
are currently being handled by Mr. Benson's dealerships would be an
approved activity in this complex. Diesel truck and heavy equipment
repairs, on the other hand, would not be an acceptable activity in the
proposed complex. There being no one else wishing to speak, the hearing
} was .closed.
Future widening Redwood Highway and Denman flooding im~vements The
Council' stated that no future development in this area will be approved
without the condition that it participate in future road and flood
improvements whether by assessment district or by other means. It is .also
the intent of the Council to develop a system to credit development for
these improvements for off-site flood mitigation from a portion of the sales
tax revenues that are generated by business in this area.
Negative Declaration It was moved by Vice Mayor Tencer, seconded by
..Mayor Mattei to add a condition to the negative declaration of
environmental impact that in .the event this property is situated in an
_.., assessment district, there shall be an assessment reduction provision for
---~ flood mitigation and mitigation fees paid by this property and/or other

hearing was opened: Staff: showed a video tape picture of .the site line
from the freeway towards the proposed buildings. Mr. Lieb ,:r..equ'ested fhe
Council consider amending the .S'PARG requirement to landscape the. edge 'of
the freeway which borders.. this. property. for the. reasons that . it ~ wou_ld~ be a
precedent setting action, other new developments were not regu:red to do
this, screening the building would be more successfully accomplished by
plantings on situ rather than on the freeway bank. He sug'gested,.tYat an
assessment district be formed if the City wishes to landscape along the
