Public Hearing on Environmental Impact Report The heariri`g. w,as
opened. Planning Director Warren Salmons identified the ~doeuments;
that constitute the Draft EIR, -noted they had been distribute'd' some;
time ago, and there had been a 300-foot perimeter ,notification tb
property owners. He reviewed the history of the proposed subdivisions
for this site. The current proposal is for a 237 unit single-family
subdivision in the westerly side. of the City in the vicinity of~~' •"p"
Street and Western Avenue and at the terminus of "B" Street:, ~::.~The
City Attorney advised the Council that the first tentative. map'.expred
on June 5, 1986. ~ '

,:. ;- "~:C+huck Colton, Vice President of BCE Development of Canada
7`~a •.(~successor to Daon Corporation) . He also reviewed the history of
:.:proposed development of this land tracing it from the La Cumbre
project approved in 1979, Daon purchase in 1981, approval of the Daon
~~.proposal in 1983. and subsequent 'economic recession from 1981-1983,
~ ~ .~1 ` submittal of revised plan in 1983, 1984 approval of zoning for 301 unit
project,. the Bowman successful lawsuit questioning the adequacy of the
EIR the ,same. year, and the resubmittal of the 301 unit plan in January
of T985. Th`e 301 unit plan was revised by the Planning Commission in
its `recommendation to the City Council down to 237 units. He also
referred to the memorandum from Brelje and Race that was distributed
to the Council prior to the meeting requesting that modifications be
made to Condition 18 (timing of project) and Condition 59 (numbers of
.z:~t's: units in .each phase) .
.~.:,='. °~D~ennis Milliken, 501 Western Avenue,, read a prepared presentation
.'' •:. ;opposing the EIR. Ward Wilson, read a letter requesting lower density
of the project. Bonnie Nelson, 619' Walnut Street, noted that not all
people are afraid to have low and moderate income people in their
neighborhoods and requested the 50 apartment units be kept in the
project.
r.~~~-A~s:-•the hearing proceeded, members of the audience came to the
microphone beginning with the first row and proceeding to the back of
the Council Chambers.
`~°;~rJames Cook, 812 _Sartori Drive and representative of the Petaluma Area
``.Chamber of Commerce urged approval of the project.. William Storm, as
,a x a~, member of the Petaluma Area Citizens League, expressed opposition
;i ~' ° rto,•+the project and advised Councilmembers Balshaw, Tencer, and Sobel
.that~.~ if they voted for the project; the Petaluma Area Citizens League
• ~ would :actively work against their re-election campaign. George
Spragens, 2617 Western Avenue, expressed misgivings because he felt
that the Williamson Act contract lands. would lose their agricultural
preserve status by virtue of the 'proposed road crossing the
Varnhagen property.
Dr: Cynt-hia Bowman, 625 D Street, read her statement requesting
,lower density than 218 units, questioned the traffic volume references
l.7 _ ~f:in the EIR, and expressed concern about the noise level of traffic on
:D Street. Glenn Head, 402 Hayes Lane, questioned the adequacy of
the ETR. Pele Butells, said if the plans had been reasonable to begin
with, we wouldn't have to feel sorry for the developer now. Jim
.Olmstead, 11.1 Hill Blvd. , expressed concern about -the roadway that
.,; f.+ `crosses the Varnhagen property. ~Rog.er Burrows, 523 B Street, felt
~~~ -_`.the traffic at 6th and D Streets has increased because people are
bypassing Petaluma Blvd. to .avoid the• Washington/Petaluma Blvd.
intersection as well as bypassing Highway 101.
There being no one else wishing to speak, the Council went into
.recess.

environmental impact pursuant to California Environmental Quality Act for a
