Mattei HEARINGS ;FOR COMMUNITY REQUESTS FOR .FUNDING BY NON-PROFIT GROUPS 1. June 16, 1986 at 3:30 p.m. was set for hearing of community requests for funding by non-profit groups for the fiscal year 1986-87. BUDGET for 1986-87 _ 2. The City Council reviewed each of the Department's budgets:3~wth~;the exception of supplemental and capital equipment requests. The latter two will be considered in January 1987, and consideration of the requests will be based upon revenue levels, especially property taxes and building activity. Consider for implementation as of July 1, 1987 ° Utility Engineer ° 2 Sewer Maintenance Workers ° Traffic Engineer and incremental fee on new development to fund ° Custodial personnel/and or contract considered when Police Department moves to new facility 3 . Revenue Discussion Property taxes: follow through process to be certain the correct value goes on the tax roles in order to assure correct based. Fines & Forfeitures : Study of alternatives for collection of parking and traffic fines. Use of Surplus Property: requested review of uses of property •on Howard Street and West Street, including rents charged. Transit Occupancy Tax: policy for priority use of Transient Occupancy Tax funds needs to be decided. At this time, condition the> transfer of T . O. T . to General Funds as presented in the Preliminary Budget for further review; the effect is to reduce General Fund Estimated, Balance as of June 30, 1987 to approximately $222, 000. Vice-Mayor Balshaw suggested a look at doing all we can to enhance revenues (timing of collections as well as increases) before cutting costs. 1 1 June 9, 1986 421 4. Expenditures ° Continue policy of City Manager's pre-approval of all meetings. (Professional associations and/or education) . ° Requested a review of utility costs at new policy facility after six months of occupancy. ~O Discussion of roles of Utility Engineer and Traffic Engineer. Utility Engineer to plan plant upgrade, irrigation program needs, sewer/water master plan implementation. ~ Traffic Engineer to implement the direction of the General Plan; review and monitor existing traffic as well as new impacts and recommend traffic and signal projects. Approved for 7/1/86 implementation. ~,•., -. ° Discussion of Senior Maintenance Workers requested for Sewer Collection System maintenance as recommended in Sewer Master Plan .
