The item was continued to a later meeting . 390 April 21, 1986 PARKS CAPITAL IMPROVEMENT PROGRAM Director of Parks and Recreation Jim Raymond answered Council questions regarding the proposed Capital Improvement Program. It was Council consensus to approve the Parks Department Capital Improvement Program. :ORD. 1645 NCS ` FENCE AND HOME OCCUPATION REGULATIONS. HIGHWAY 101 CORRIDOR Petaluma City Council liaison to the. 101 Corridor Action 'Committee `and Northwestern Pacific Railroad Task Force Larry Tenter told the Council there are efforts to obtain Federal funding for the ac:.qusition of 52.8 miles of the NWP RR right-of-way from San Rafael• to Healdsburg. Other funding sources are being researched. '-The goal for this portion of the proposed Highway 101 traffic •'gri'dlock' mitigation is to construct an H~*-~k~xe (*i~igh Ocecy Ve~i-ele,): and strategically placed commuter parking sites. $Ug Lane. ORD . 1651 NCS REFUSE COLLECTION ORDINANCE There was discussion about the definition of 'debris box' as opposed to a 'bin' . It was agreed that a debris box is an open container of 20 cubic yards or greater for accumulation of matter generated by landscaping type activities and generated by building construction, demolition, remodelling, alteration or excavation. Councilperson Lynn Woolsey was advised by the City Attorney that the fact that three of Industrial Carting's customers are also her clients does not result in a conflict of interest, and she could take part .in the decision-making process. Paul Lewis of Bar Ale reported receiving a commercial refuse box service quote from Industrial Carting that was lower han that quoted by Petaluma Refuse. Attorney Joe Tinney and -Eric Koenigshofer spoke on behalf of Industrial Carting's desire to conduct debris box business in Petaluma. Tom Woods, Petaluma, Refuse Company, advised that 55 0 of their revenue is derived from commercial service and 55$ of their expenses are attributable to residential service. The refuse companies expressed their concern about the definition' of debris box specifying the size of the bin to be 20 cubic yards, because the density of some rubble, i.e., bricks and the like, is so great that a 20 cubic yard box full of such refuse would result in an illegally heavy truckload. 1 April 21, 1986 391 -- ORD. 165:1 NCS -DEBRIS BOXES contd. f.Ord. 1651 NCS amending Chapter 8.16 of the Municipal Code dealing with the definition of debris boxes and the elimination of debris boxes from the exclusive rights of removal and disposal of garbage and refuse. Staff advised that. a. traffic .consultant's traffic model evaluation wi1T be completed in one month. Mr. McIntosh addressed the City Council and requested that the Council uphold his appeal. The Animal • Control Department noted there have not been any violations of the Livestock Permit since the revocation notice was mailed to Mr. McIntosh in January. The hearing was closed. Reso. 86-?8 NCS conditionally upholding Mr. McIntosh's appeal from the notice to revoke .his' livestock permit; if there are any future loose livestock incidents, the permit will be revoked. The proposed pub:lie swim schedule of 1:00 to 3:30 p.m. instead of the previous .1:00. to 5:00 p , m. to accommodate additional swim lessons in the late afternoon was questioned by the Council. It .was requested that the Recreation Department make an effort to also „ accommodate those persons who wish .to use the pool in the late .;~' -afternoon for public swim. The recommendation to operate the pool for five. rather than seven months (May through August) was noted. The . .. use of the pool in September was referred to the Recreation -- ;:Commission for response. t _ RESO. 86-85 NCS 198(i'IR'RIGATION REPORT _,.. City Engineer Tom Hargis presented staff's proposal for using the ~: sewer' pond wastewater for agricultural irrigation during the summer months ~ of May through October; this use of wastewater is mandated ~by~ the State . Water Quality Control Board in order to completely avoid .'. any wastewater discharge into the Petaluma River during the time of ,'. year when there is insufficient stormwater runoff into the river that would dilute the wastewater that might go into the River and San Fr-ancisco Bay. The goal is to contract with enough farmers for the --use. ~ of wastewater for irrigation of a sufficient amount of acreage so •that the sewer ponds would still have fifteen days worth of wastewater ,holding capacity available to provide for those summer days when the •~ -temperature is low and/or there is precipitation, which would preclude the;' need for irrigation and the wastewater would have to be stored in the sewer ponds. Staff presented two proposals for management and operation of the 1986 irrigation project: (1) Redwood Agriculture - Ralph Bettinelli and Dan Silacci, X233,349.00 and (2) Envirotech Operating Service _ J` (EOS) , $251, 303.00, who contract with the City to operate the wastewater treatment plant. -Mr'. Silacci, presented his proposal which would be at the application ~ ~ rate of .18 inches per hour. Depending on the temperature factor, `~ .they would completely .irrigate all contract acreage in 4-day or 8-day time frames. At that application rate, 1,479 acre feet of wastewater would be used resulting in approximately 3 million gallons per day or 8 acre feet per day used for agricultural irrigation. Speaking for EOS, Bill Wardwell and Dean Sumpter advised that cur.rently_ there are 450 irrigable acres as opposed to the original .,~ ,project estimate of 550. .The difference between the two figures is the amount of hillside terrain that doesn't accept as much irrigation water before there is run-off. Run-off of this liquid is to be avoided. Their daily goal is the use of 3 million gallons per day over a 12 hour period. They estimate that 700 acres under contract for irrigation would be ideal to prevent over-irrigation. EOS provided the irrigation service last year; they recommend making more irrigation equipment and manpower available (than last year) to do the job. EOS said they .would keep on watering beyond the 3 million gallons per day if there -r were no run-off. ~~ I ~ 396 April 21, 1986 %_ Other speakers were: Vasco Brazil., Lakeville Highway, who sug:gested~ the City consider using the expertise of the Soil Conservatiori•-District for irrigation information. He expressed concern about over-irrigation and the possibility of wastewater run-off working its way ,into the ranchers' check .dams, water storage tanks and springs:. ~ Rita Cardoza, Tolay Valley, encouraged the City of Petaluma ~to~ dook. for additional 'good irrigable' land that has a soil composition which will accept moisture. more readily than much of the local soil.. : ;She ,also suggested, in addition to irrigation, the City take another look' at.. the use of wetlands for final treatment of wastewater to see if there has been greater acceptance of this technology by the wastewater~areatment professionals. She asked that the City Council look to those who have expertise in wastewater irrigation and not to local farmers for managing the program. Tom Altenreuther expressed concern ,about (1) polluted water coming onto - his land, (2) non-professionals managing the irrigation, and (3) insufficient monitoring by ~.the.'City. The City Council expressed its wish to have an irrigation maste"r plan which. would .outline the. .steps to be taken as the City'. grows. Reso. 86-85 NCS approving contract with Envirotech Operating Service to operate the wastewater irrigation system during the Summer. of 1986; and it is the. intent of the City Council to consider this subject earlier than April of 1987. ' ., 1986 IRRIGATION REPORT City Engineer Hargis reviewed the street crew program for maintaining the storm drains: prior to rains approximately 750 catch .;basin are cleaned; usually about 50 are. plugged with discarded newspaper, bundles or advertising supplements. During the rainy season 'ally inlets to storm drain systems are cleaned and debris is removed: between storms; a mattress supported by two-by-fours was found in one .storm drain at South McDowell Blvd; numerous bicycle parts were, ..fo,und in another as were barricades broken by vandals and stuck into others during the actual flooding times. ...r, Solutions suggested by staff .include the major improvements contained within the Sonoma County Water Agency Draft. Master Drainage Plan; the proposed Petaluma by-pass approximately along the easterly •. g-teen belt to a creek south of town; the proposed Denman Reservoir with a Willow Brook diversion; 1 1 . April 21, 1986 397 the Payran reach of the Petaluma River widening project would be expected to provide protection for a storm of the intensity that might be expected to occur no more often than once in a hundred years (engineers call this a 100-year year storm) , enlarging existing storm water run-off detention ponds . There was no action being asked of the Council at this time; the Council accepted the report. MAIN STREET PROGRAM There was some discussion about funding the project. The Council intent is: the City Council will have the primary responsibility to oversee the Main Street Program, and the AB-103 Committee, along with City Council representation, will be the action committee for this . program. RESO. ~8'6=86 NCS P.OLIGE FACILITY COMMUNICATION CENTER Reso. 86-86 NCS awarding contract for Police Facility communications . system to Motorola Corporation for $88, 282.07. It is the intent to surplus the existing console when the police move to the new facility.
