Reso. 86-72 NCS changing name of Banff Park to Bond Park in memory
• of :recently deceased Councilman G. Roland Bond. The dedication is
tentatively scheduled for late Summer. Introduced by Jack Cavanagh,

WASTEWATER IRRIGATION -REPORT
:City Engineer Tom Hargis made the following recommendations
-Repair and restoration of the dikes between Ponds 2 through 5
• ~. at an estimated cost of $55, 000.00 for the repair and $50, 000.00
for the restoration work.
-Obtain additional equipment for expansion of the irrigation
';:~•~ capability. .An on-site, City-sponsored, irrigation management
program is envisioned to assist the users of wastewater for
~: irrigation by .supplying manpower anal technical management of the
irrigation application. Currently the wastewater users do not
•~~ , - have sufficient and/or available trained manpower, over and above
~4 ''~:~- ~~. ~ their present farming operations, to manipulate and monitor the
_. wastewater application. Two irrigation management proposals have
- , been received; the recommendation is to continue to rent supplies
ci and equipment .for operation of the wastewater irrigation system
'1 " ~ for the 1986 growing season and to have Envirotech oversee the
• '=~r' ~ operations again this year.

The Council asked for numerical figures on the total acreage., under.
contract for ten and twenty years.; pond storage capacity as. a
comparison to irrigation. usage; the cost of the pipe over a long period
of time; the impact of additional population growth to the amounts 'of
additional irrigation acreage that will be required to absorb the,
increased amount of wastewater [r,esulting increase in accurriulation~':of
wastewater that will have to be utilized in irrigation in the Summer f`,; 'a
proposed emergency plan for unusually wet. and/or cool. summ'ers~:;w~Yien
evaporation and irrigation will not be ,available as major ;fa'ctors in
reducing the amount. of wastewater on hand [such as availability :~of~
land for emergency pond. level reduction to prevent diseharge~ 'into the
Petaluma River] . Once this information has been put into r.,ep:o"rt .form,
the Council requested that regularly scheduled report updates be made
available during the part of the year when discharging into,; .the
Petaluma River is forbidden by the Water Quality Control Board.

IRRIGATION FUNDING SUMMER 1986
Reso. 8'6-73 NCS appropriating $105,000.00 from ahe Water- Pollution
Control Fund for wastewater irrigation costs during the Summer,° 1'986,
growing season. Introduced by Michael Davis, seconded by ,Jack
Cavanagh.. •• •

Vasco Brazil spoke and suggested the City consider experimenting with
the use of wastewater on City owned land for those times when, there
may be a power failure; the original estimate of 550 acres being. able to
utilize 5.2 million gallons of wastewater per day was '~s.omewhat
optimistic and did not take into consideration the difference in ground
absorption rate of the hillside acres that were included in the' original
proposal. •
ODOR CONTROL '.° .

City Engineer Tom Hargis .reviewed the proposal impro~re ~ .the
wastewater treatment plant facilities to either improve the operation., or
to add odor control facilities to those processes at an estimated cost -of
$550, 000.00 and the proposal for a two phase sewer pond project
(1) drying and :removal of sewer pond sludge to a landfill site .and
(2) land application of sludge on farmlands whereby the nutrient value
of the sludge is utilized -for improved. crop production -and soil:
enhancement at an estimated cost of $450, 000.00. Bill Wardwell .and
Dennis DeCoite from Envirotech, who operate the sewer plant:. under
contract with the City, advised there is a 60 - 90 day permit. process
prior to the actual. pond cleaning which. they estimated would take,
another 60 - 90 days. It, was the Council consensus that staff should
proceed towards implementation of the sewer pond cleaning
recommendation, but the proposed sewer treatment plant upgrade
recommendation should. be expanded to include more detailed
.information . The plant upgrade discussion was rescheduled in a
couple of weeks.
