MARCH 24, 1986 ~~~ Roll Call: 3:00 p.m. .. ~i ~~ Present: Cavanagh, Davis, Woolsey, Tencer, Vice Mayor Balshaw, Mayor Mattei . Absent: One seat vacant The Pledge of Allegiance was led by Jack Cavanagh.. ~~ RESO. 8b-00061 NCS 1 MAIN STREET PROGRAM Jeff Harriman addressed the City . Council requesting their support of application for a three-year program . sponsored. by the Department of Commerce with technical assistance provided by the National Main Street. Center, an affiliate of the National... Trust. for . His~torc Preservation. Five California cities will be competitively selected to participate in. the State's three-year demonstr.ation..program'which is geared to !strive to .promote the stabilization and- growth of 'existing commercial centers in communities across .the State' . Criteria for selection are: (1) population less than 50,000; (2) guarantee to employ a full-time local project manager ~ with a .travel and operating. budget for a minimum of one year, preferably 3 years; (3) have ~an existing downtown association or commit to organizing one; and (4) have architectural (historical) resources in the downtown commercial area. The cost is anticipated to be $30, 000 per year. Mr. Harriman said the AB-103 Committee could support the effort with a $10,000 contribution; the Heritage Homes organization has pledged $1, 500; the Chamber of Commerce Board of Directors expressed their support and will refer the matter to their new Board of Directors which will'be seated soon. The Council discussed the use of Transient Occupancy funds for this project. It was introduced by Vice Mayor Balshaw, seconded by Michael Davis, to participate for three years (if ~• selected) in the 1986 California Main Street Program with the specific goal of revitalizing the downtown within. the .context of preserving ~,an•d:• rehabilitating its historically and culturally significant buildings . Funds to support the project will come from the Transient Occupancy Fund,, the AB-103 Downtown Parking and Improvement Committee 'and _ the. Downtown Merchants with the ratio of one fund source to another to be established annually by the Council. RESO. 86-62 NCS FLOOD FUNDING Reso. 86-62 NCS requesting Federal Disaster Assistance :Administration to arrange reimbursement funding. to perform certain work relating to 'flood damage ,within the City of Petaluma. Introduced by Larry Tencer, seconded by Lynn Woolsey.
