INVOCATION Mayor Mattei asked those assembled to observe a moment of
silent prayer for Councilman G. Roland Bond who passed away March 4,

PETALUMA BOYS AND GIRLS CLUB '
Members of the board of directors addressed the Council r,,egar.'dig
their goal. to establish a second. Boys and Girls Club building oii: the
valley side of town and requested dialogue with the City Council in
connection with site selection. The Council commended. the board for
its well-organized presentation and community youth. activities: and
directed the City Manager to meet with Allen Ansbach, Director~of the
Boys and Girls Club, to work towards their goal. .,-

LIVESTOCK PERMIT REVOCATION
Pursuant to the Municipal Code, Mr. McIntosh was served with
appropriate notice regarding the Animal Control Department revocation
of the livestock permit as a result of the mule ~arid horses getting? out
of their pasture on numerous occasions: Everett Sartori advised the
Council' that Mr.. McIntosh ~ wa's i~n ~ the hospital . The matter was
continued- until such time when Mr. -.McIntosh can be present.

City Manager Scharer reviewed the actions before the City,;:•Counel.
.City • Attorney Forest advised the Council. the existing contract :with
Petaluma. Refuse .company provides `for that company to ,handle ~:a1F .the
debris box business; however, there. is an exception: ~;` ;Under
provisions of ,the Municipal Code,, where there is , a construction or a
demolition project .ongoing _or if a contract provides for r.einov,al of
debris, that kind. of removal is r not subject to bidding and:~r is noty
subject to the City's exclusive contract .pr.ovisions . ~ .

Eric Koenigshofer, Industrial Carting of Santa Rosa, and~;his':~attorney
Joe Tinney requested 'the City_ issue a, business license to Industrial
Carting for debris box business in the City of Petaluma::,. C; '~H'e also
,suggested the City of Petaluma. go out to bid for the refizse~.-pick-up
contract when the current contract expires. „
City Attorney Joe Forest noted that Industrial. Carting •has been• d_ oin~g:
debris, box business in the City at non-construction sites r and ,sites
other than demolition sites without obtaining a' business licensee.. He
went on to say that the company which has the exclusive'. refuse
contract also has the right . to an exclusive debris box business. in
accordance with the Municipal Code.
Other speakers were Dwight Allen (attorney for Petaluma Refuse
Company) , Leonard Jay, and the following spoke specifically ;on %the
subject of going to bid on the contract which cannot be done .until."tlze

The remaining two City Council Refuse Committee members (:John
Balshaw and Jack Cavanagh) spoke on behalf of the proposals. After
some discussion, the Council reached consensus on the following
issues:

do what they can to accommodate that need) .

installed on the perimeter of the A Street Parking lot. It was moved..

authorize staff. to issue the necessary .documents for construction. of

FIRE ALARM CALL BOXES
By motion introduced by Michael Davis, seconded by Lynn Woolsey,
the City Council concurred with. Fire Chief Les Lenz' recommendation
to phase out the fire alarm call boxes due to the fact that the
Emergency Telephone Number 9-1-1 is now being used by the residents
and the call boxes are not. The cost for the leased telephone lines to
keep the 39 call boxes in service is $1, 170.00 per month.
