FLOOD DISCUSSION
City Attorney Joe Forest had prepared a draft ordinance declaring a
building and grading permit moratorium.. which requires a unanimous
vote of all the Councilmembers who are present.
Army Corps of Engineers City Manager John Scharer gave the
following update: The Army Corps of Engineers should be able to tell
the City by April 7 whether or not they will update their
reconnaissance report. If they do the update, estimated completion
would be in nine months or January, 1987.

Tf the cost/benefit ratio is favorable, a detailed project study (cost
M: °estimate $20.0, 0.00-$250.., 000 to be shared 50:50 between. the Corps and
the local agency) estimated to take 12 to 18 months will . be undertaken
. - (.estimated completion is between January, 1988, and June, 1988) .
' ~': _ Plans and specifications would then be prepared, and it is estimated
+~ • construction could commence in the .Spring of 1989. The project cost
would be shared 35 o-Local funds: 65 o-Corps funds, with the City
~,_ . 'acq,uiring all the right-of-way ,necessary and the City .relocating any
homes. The foregoing assumes Corps of Engineers support. of a scaled
=_ i.•'~ down project and sufficient 'funds.
Flood Control Zone 2A The Zone 2A Committee will consider the
Drainage Master plan at their March I9 meeting. By-pass acquisition
' ~ : ;of, r-fight-of-way, environmental documentation and design are estimated
_ ~'~ r;tor , take a year. Financing may be a combination of a benefit
assessment district created by popular .vote of a measure which would
• '' be: `submitted to the voters in November, .1986, developer contributions
and some form of Federal monies. •Should a ballot measure succeed,
• ~ ~, the earliest it would be operational is 1990. Should such a measure
fail, the easterly storm run-off by-pass would be deferred for an
indeterminate amount of time.
.. ~ Impact on Development Planning Director Warren Salmons estimated the
r. financial impact of a 45 day moratorium would be a temporary loss of
.~~ ~ ~ fees $836,119-residential, $106, 026-commercial for a total of
X942,145.00. If the. Council chose to institute a longer moratorium, the
' ,. - :fiscal impact would accumulate.
Increased run-off from .potential building for the next three seasons is
estimated to add 1.0 additional inch. in river height. at the Payran
Bridge in year 1.988.

pre-flood landowner/developer feasibility study of creating an earthen
dam in the Denman Flats area which would; include diversion of

Staff? recommendation is to continue to proceed. with the. Army. Corps of

districts, developer contributions; to .re-evaluate the size of the storm
>' drainage impact fees. and require them on ,all developments; to request

came from -and she asked if insurance was available for people 'in her

advised there are several companies offering that type.. of insurance) ;
-Dennis -Milliken, 501. Wes~tern~.Avenue. - representing. the. Petaluma Area
Citizens League said housing developments never pay. their wa'.y.;
-Bob Lipman, Radio Station KTO~B and ~ Chamber of ,f Commerce
representative suggested a City-wide task-force to address the
flooding problems, there are .professionals who. would donate.r~tlieir time
if asked, let's get the job .done; ~.
-Tom Reesling, Village East Drive - when will we get the :answer on
why we were flooded;
-Glenn .Head., 402 Hayes Lane - there are .solutions, th'e -funds that
come .in from ahe building industry play a vital part in tlose~~solu;tions;
-Peter Scott, 13 Jess Avenue - a moratorium would. hurt •people; who
pound nails in the City.; ~ , ~ -

At .8:20, the public. testimony .portion of this item was concluded.
After a great deal of discussion among the City Councilmembers, staff
was directed: to request Flood Control Zone 2A to proceeds ,.with the
benefit assessment district; to schedule discussion and the , possibility
of: fee. adjustments within the next. thirty-day period;• write -th~e~ County
Board of Supervisors requesting.•they .institute. some form-,•of storm -
mtigation fees for all construction in this drainage basin; and the „~
Council subcommittee should communicate with Assemblyman Flante ~~
regarding State assistance in this problem.

JOHN=SONS-:GUTHRIE RIVER/WALK PLAN
The consultant reviewed the proposed plan and showed slides to give
• the Council a visual feeling of the design. The following is a
capsulized description of the plan as presented:
'. Walkway The proposed plan includes aglass-covered, landscaped brick
- walkway connecting the easterly side of Keller Street with Kentucky
Street and Petaluma Blvd. North. At the westerly side, between
`l25 and 139 Petaluma Blvd. North, the plan shows a park which will
have 'retail access both to the park and to Petaluma Blvd. North.
•. Petaluma Blvd. to Petaluma River After the parking requirements for
- the retail stores on Petaluma Blvd. North are met (current parking is
supplemented/replaced) , the parking lot on the easterly side between
T20 and 132 Petaluma Blvd. North is shown transformed into a park, a
~'~.glass-covered walkway, and a "visual access" to the Petaluma River
from other portions of the walkway. The building at 120 Petaluma
Blvd. North (Old Captain Sims) remains in :the plan (as opposed to
being razed for parking) .
,~ Water Street Again, .after the parking requirements for merchants on
" °.`1 ~~r.1Pe.taluma Blvd. are met, f ~ Water • Street will become a
:.'ped'estrian-oriented, landscaped, brick-paved area with patron access
to the businesses situated along that stretch of the Petaluma River.
There will be no through vehicular traffic. On the Water Street
side, small park-like areas will replace: the parking that exists in
between these buildings. The existing ancillary structures that are
attached to the buildings on the Water Street side will be removed and
. ~ this side of the structures will be renovated as business entrances.
• .. ,-~~- 'The railroad tracks will eventually be removed.
Western Avenue will end at Petaluma Blvd. .Brick cross-walks and
brick walkway will connect Petaluma Blvd. with the river. where there
will be a pedestrian overlook and a pedestrian bridge which will
connect this site with the Golden Eagle Shopping Center.
:. ~ .Tree-lined streets Keller, Kentucky; Petaluma Blvd. North and Water
:~ =Street between Washington and Western Avenue will be tree lined.
. ~ ,Both; sides of. Western Avenue between Petaluma Blvd. North and

... .and- Keller will have trees -planted. Washington between the river and
.:Petaluma Blvd. North will also have trees planted.

Westerl side of Petaluma River There will be a landscaped, '.walkway
some places brick and other places boardwalk) . alongside: .they river
connecting Washington Street with the Kiwanis Club fishing pier at the
base of "C" Street, with pedestrian ~ access points to parking on the
southerly side of the Great Petaluma Mill building . Floating docks will
line the .river between the base of Western Avenue and the :Kwan"s
fishing pier.

Easterly side of river and Turning Basin There will be a landscaped
walkway from Washington Street all around the perimeter of ~tlie' `G'olden
Eagle Shopping Center to Cavanagh Landing' with several. access :points
to .the .shopping. center.. The inside curve .of the turning .basin will be
lined . with floating docks from the point at .the shoppingcenter to
Cavanagh Landing. .~
Snoopy Plaza (at the north-westerly .intersection of Petaluma Blvd.
North and Washington. Street) will be landscaped and ~~pedesfrian
oriented.

Priority The. first priority for . construction of the. walkway_~ is 'the
connection of the garage with Kentucky Street. The second priority 'is
the continuation of the walkway to .Petaluma Blvd.. North. and" ;the:.park
on the .westerly side. of_ the, boulevard . ... ~ ~.'~ ~'

Reso. 86-47 NCS authorizing initial construction drawings for the whole
.piece from the easterly side of Petaluma Blvd. North to Keller Street
with no priority implications. Introduced by Vice Mayor Balshaw,
seconded by Larry Tencer.

SILTATION TURNING BASIN
City Engineer Hargis requested Council permission to seek permit for
emergency dredging of the river to 6.0 feet below sea level at the
turning basin to return the river to its pre-Valentines Day storm
capacity to improve the storm drainage water flow. The Army Corps
of-Engineers normal schedule for the next dredging is 1988. The City
is seeking Federal Emergency Management Agency funding for this
_ siltation flood damage to the river. It was moved by Michael Davis and
seconded by Vice Mayor .Balshaw to approve the application for an
emergency permit to dredge the turning basin and to proceed with
negotiations with Western Dock who quoted a price of X6.50 per cubic
yard for removal of the siltation .

PARKS CAPITAL IMPROVEMENT PROGRAM
Although, the City Council continued this item to a later meeting, Mr.
Jim Quinones, of the Petaluma Soccer League was given the floor.®p He
requested the City Council give its approval for improvements to the
Lu`echesi Park Soccer field so there could be evening soccer matches
this year.
-At 1.1:15 p.m. the meeting was adjourned.
