The Pledge of Allegiance to the flag was recited.
Minutes: The February 3 afternoon and evening, February 1.0. and. February
14 minutes were approved as submitted. The February 10 .minute's were
amended by adding the following sentence on page 354 - Skateboarding
Ordinance 1646 NCS, "The skateboarding ordinance will be enforced as
needed and when there is a complaint; the purpose is~ to control
skateboarding when it is detrimental."
Consent Calendar The following items were approved by the adoption of a
single motion which was introduced by Jack Cavanagh, Jr. , and seconded by
Larry Tencer.

The:.~essence of some of the comments made by the speakers follow:
- Instead of moving a few homes, use the Federal money to
raise the houses two feet above .the level ~of the 1982 flood.
- Suggest not to approve the use. of tan bark in landscaping
_ because it tends to make a mess after a flood and clogs storm
drains .
• - Is there a safe mechanism that can be used to remove manhole
covers during high water to allow faster drainage?
.. - Mud and debris have washed down to the storm drain inlets
and have caused reduced drainage.
• .: - Is there anything that can be done so that residents of
.. Leisure Lake Mobile Home Park can exit the park without having
to drive through water and eliminate the island phenomenon
• ,during, heavy storm run-off?
;;~;,. - Currently the drive-in theatre adjacent to Leisure Lake acts
as a holding pond during storms. There is talk of some
construction there and this may impact Leisure Lake.
. - What can be done to help drain the Lakeville Street/Wilson
•. .a. Street area?
- The City should put all its effort to work with the Army
Corps of Engineers, Federal, State, and County governments to
1 _ obtain their help in eliminating flooding.

County Water Agency four years ago has not yet been completeeT;
-That the Army Corps of Engineers did not pursue a~ `corrective
construction project on the river because the 'cost benefit ratio' ~ :did
not meet their criteria; - ,I'. .
-The City of .Petaluma appropriated $.70,000 in 1982 to expedite the
Master Drainage Plan as well as flood control projects .that. the Sonoma
County Water Agency had on the drawing boards (1982 -• Lakeville &
Petaluma Blvd; 1983 - !'H" Street; 1983. - Corona Road,;. 1983 -
Sunnyslope Avenue; 1984 - Magnolia Conduit; and 1984 - Mt. View
Phase I) ;
-The Wilson Street drainage project was scheduled to go to bid in
January, but the Army Corps of Engineers has not approved the
project yet;
-The City of Petaluma contracted with the engineering firm;, of Mackay
and Somps to design a flood control project in the Petaluma River .when
funds would _be available for construction. This would give. protection
from a '40-year frequency' (engineering parlance) level of severity
storm. In order to accomplish. that,. 22 homes would .need to be
. removed from the river. edge (from Jess. and Rocca) to' 'allow for
widening the channel. This is the basis for the .voluntary home
relocation program, which project. has not been received :eagerly, by the
residents in the area. Funds used for the home relocation- project are
from . the Federal Community Development Block, Grants ' and a~
stipulation on the use. of these :funds is the home relocation:: must be
voluntary; ~ _
Some of the suggestions that were made are:
-Mayor Mattei has requested the Army Corps of Engineers update their
'reconnaissance report' on river improvements;
-Storm drainage mitigation .fees should be imposed on all building in
the City .and should be .increased;
-The County should be urged to collect ~ storm drainage mitigation fees
for building in the Zone 2A drainage basin;
-The Community Development Block Grant'priorities be re-evaluated,;
-The City should work with the Federal Emergency Management Agency
~~and flood insurance program regarding expanded coverage for this and
future events;
-The feasibility of building an earthen dam in the natural flood; storage
area of Denman Flats to hold back the run-off to protect the North
McDowell/Stony Point area;
-The Zone 2A Master Drainage report looks at a by-pass along~~ 'the
easterly boundary of the City to divert water to the south of Ellis
Creek during .heavy run-off times.;
-The Zone 2A should put a ballot measure on the earliest election to
create a benefit assessment district for the entire drainage basin;
-The Federal and State governments should be asked to give monetary
assistance to help resolve the drainage problems.
It was noted that some. meteorologists feel the weather pattern for the
West Coast is changing and we will be experiencing wetter winters
than has been the norm for the past fifty years or so.

The Council discussed, but reached no consensus, whether or not they
'should meet as a Committee-of-the-whole or a 3-member committee
should be appointed.
At 9:55 p.m. the discussion ended and staff was asked to bring
building permit moratorium information to the Council on March 3.
DEPARTMENT LIAISONS
Due to the lateness of the hour this discussion was continued.
PARKS' DEPARTMENT CAPITAL IMPROVEMENT PROGRAM
This was continued to another meeting .
POLICE RADIO- ANTENNA
The City Council was asked whether it wished to relocate the existing
police radio antenna to ~ the police facility on Petaluma Blvd. North at
Sycamore for approximately $7,100.00 or to purchase a new antenna for
. ~ ~. •=that facility at a cost of $19,500.00. The radio antenna consultants
estimate the expected life of the existing antenna is another ten years.
It was moved by Larry Tencer and seconded by Michael Davis, to
authorize relocation of the existing police radio antenna from the
Bassett Street location to the 'Petaluma Blvd. North location.
