Manager Mike Warren addressed the Council and answered .questions
posed by the residents at ~ the publichearing . After a descript~on•. of
the proposed underground utility district boundaries,. >the • ,public
hearing. was opened. There was no one wishing to speak '.:ori:~ 'the
proposed Keller Street Underground District. ~ ~ ~.:
The following South McDowell Blvd. residents spoke ~in~ .connection with
the proposed Underground District: Marjorie Wilson, Doris Brown.,
Gary Bedder, Don Streiber, June Nave, James .Treeto, Tom D'Asto,
Rich Depp . Questions from the residents included information -about
the placement of the trenches [depends on which side .of 'the..,residence
each utility is connected • now ] , impact on their landscaping ~ [~tYie utility
company. will make an .effort td• impact. 'landscaping' as Tittle as
possible] , cost to the property owner [no exact figures wer-,e
available ] , time-frame in which to accomplish work ion private..property
[it will most likely be a year frorri• now ] , why this '.is being `d'one
[Public Utility Commission .mandates that .utilities spend a percentage of
their profits • on• undergrounding projects ] , and • why don't --you plant
street trees if you want to beautify the area. Jim Webb, 327- Howard
Street, spoke in support of planting street trees. There being no one
else asking to speak, the hearing was closed.
After a brief discussion among the Councilmembers, • tli°e~ 1. ,,M'ayor
reopened the public hearing for -Doris Brown who asked that. this be
postponed to the next meeting so that the residents may have a better •
opportunity to . determine .what their .costs will be. The City Council
directed staff to ask local electricians .what the residents' costs would
be; to look at. a way for residents : to pay their share of ...the cost
[actual transfer of utility from overhead ' to underground at the
house] , to report on the cost to the City for conversion of the. street
lights., .and to report on• tree plantings :in the. holes to be~~aeft after
:removal of the telephone ..poles. A motion to create .the-Keller Street
Underground District was withdrawn..until the additional, information is
compiled.

RECOMMENDATIONS
' ~ Youth Dances .at Kenilworth Recreation Center
.. .The Commission recommended continuance of the Friday evening dances
:~ . c ~ through August, 1986. Recreation Director James Raymond and
Drector of the McDowell. Drug TasK Force 'Dick Sharke supported the
. , ~ .recommendation. The City Council • heard :the additional :request for
permission to use Kenilworth Recreation Center for some: Saturday
dances. Staff was directed not to rent the Center for any Saturdays
until the McDowell Drug Task Force has determined the dates on which
they wish to hold the additional dances.
Youth Representation on Recreation, Music and Parks Commission
r ~i.i :~. The ~ recommendation ! to' create a youth membership on the . Recreation,
c ~ : 1 ,Music and Parks Commission was. discussed at length. City Attorney
• • •' Joe Forest advised the Council that such a member could act in an
advi-sory capacity but may not .have voting rights. The suggestions

that ~ there be one representative . of each of the four high ' c ools.
