INSURANCE
WORKERS' COMPENSATION , - ;
The insurance program administrator, Michael Acorne, presented- the
report of ARMTECH, Laguna Hills., California, the' consultant who
conducted a feasibility study on self-insuring Workers Compensation
Insurance as opposed' to .remaining with. the State GompensatYon
Insur.ance• Fund' (SCIF) . Their recommendation -is that since•rathe. cost
advantage of .remaining -in the SCIF is slight'.- and because the;~~~cost
relationship between .insurance and self-insurance cbuld~-shift between
now and. July 1, 1986, the City should re-examine its posture "on .
workers` compensation during the second quarter of calendar 1986.
1. By April, file the appropriate papers with:- the- .State Department
of Labor- to become self-insured to enable the- • Gity> to cno~re into
self-insurance if it is warranted. ". •
2. Obtain a quotation from the SCIF by May 1.
3. Proceed with cost comparison activities for final decision and
action by July 1.
It was moved by Larry Tencer, seconded by Roland: Bond, to
accept the report and authorize filing of an application with, the
Department of Labor. ~ _

"There being no objection, this "item was added to the agenda. Anna
Blanchard, Margo Hendricksen, and Marybel Hill of the Town of
Sonoma, were present to ask the City to mark the intersection of East
~;.~- ..', '•-. °D'! .. Street and the railroad tracks ~ (near Lakeville } more clearly
,~.. e~• ~ because drivers misinterpret the traffic markings and turn onto the
._ railroad bed. A letter. from Donna-Lee • Geiger was also submitted to
the City regarding this subject.

b6474 establishing a type of subdivision or parcel map whereby the

and the developers can be assured 'that upon determination of
"complete submittal" by the City, only those regulations that are in
. force at the time of "complete submittal" can be .applied.. to the map
unless revised regulations are requested by the applicant. After the
Planning Department has processed some 'vesting maps' the Planning
:. (Director .may recommend a 'Vesting ~•Map' fee be adopted by the City
Council. As introduced the !vesting maps' would be good: for one year

City Engineer Tom Hargis .reviewed the proposed boundaries~~ for • the
Lakeville Highway Widening Assessment District. The` City.f Council,
revi'sed~ the proposal by 'adding some area`s northerly of the •:$aywood;
Drive .and Lakeville Highway Intersection . The City Council also
inquiredabout the possibility of future. inclusion in the..distrct of
. properties in • the area.. who would ultimately. benefit from this project
whether--~. or. not they .may be' within the City Limits right now. Formal
action on the assessment district isscheduled for' January 21.. ~ `,

funding for Phase 2 (development of a composite land use plan for the
year 2005; and conducting analyses on transit alternatives, increasing
transit capacity, improvements to Hwy. 101 and local :roads,
Transportation Systems Management technically feasible components of
Phase I, and developing a strategic Transportation Plan for the
Corridor and an EIR on the plan) of the 101 Corridor Study
