Site Plan Architectural Review Committee (SPARC) approval of duplex

hearing was opened. Marion Reed, appellant, spoke in opposition to
the proposed front yard setback from the inside edge of the sidewalk.
Steve von Raesfeld, applicant, pointed out the front yard .and rear
' yard setbacks, off-street parking and other 'building footprint'
details. SPARC Chairman, Byron Fauss, noted the Committee's
.decision was unanimous. Earl Dolcini, 423 "A" Street, spoke in
support of Mr. von Raesfeld's application. There being no one else

After the Yardbird action, the City Council agreed that Casa Grande
Center and Lakeville Min-storage., ~ which are part of the same parcel,
be required to dedicate Lakeville Highway widening right-f-way
(already accomplished) ; would defer improvements to, Lakeville.. Hig~hw:ay
for their entire. frontage on the condition they participate,:: in ' an
assessment district. - :including payment .of . thei"r "fair share.~+of~ the
sound wall to be constructed from Perry, to Casa Grande Road`; would'
construct 1/2 street improvements on Casa Grande Road and whatever
would be necessary to create the reverse: flow ..lane; applicant, ishall ,pay
pro-rata share of traffic 'signal at Casa Grande and Lakeville :Highway'
(as part of the assessment district) . Staff was directed to ,prepare • a:.

The City Council considered the alternatives regarding, .the .,proposed
police department. reorganization whin ~hw.o old' authorize the position.- of
two Captains, three Lieutenants, and sell 'add'itional police. .officers.
During the discussion, members of: ahe" a o~4 ci•1~ expressed their desire:
to create a Couneil~ subcommittee . to workgwit~ the • Police Department...
The decision to approve the ..major .portion of the ;recommended
.reorganization was based on .the .available. funding . The , Coucil
agreed to re-evaluate the remainder of the personnel request during
the next budget process (fiscal year 1986-87) . -'i .

unprotected left turn onto Lakeville Highway from Highway 101
northbound, it was Council consensus to continue the. discussion to the
December 2 meeting, prior to which the residents on St. Francis are to

POLICY- GENERAL PLAN AMENDMENTS
.. ;_ :, _ ~ .After some discussion regarding .whether or not to .accept and process
General Plan. amendments during 'the time the entire General Plan
update is under way, the City Council directed the staff and Planning
• Commission to continue to treat requested General Plan amendments as
if the 'update! were not. part of the- planning picture.

It was noted that traffic southbound at the McDowell/Washington
intersection is backing up nearly to Longs. .
Viacom is raising some of its cable television rates. This will be on
the December 2 agenda.
