GLAD TIDINGS -NUISANCE '..ABATEMENT _. _.
.The. ~ public hearing . , -was ~ opened. Mr. - Haskell ~ Kee, 311 ~ Lakeville:.
Street, Petaluma, who said the original owner was moving from the
area and had given him (Mr. Kee) the ownership papers of the Glad "
Tidings. He has made two attempts to float the. vesse'1 wi-th ~ the intent
of bringing it downstream to the Sholleriberger Boat Launching-" -ramp '
for hauling. Mr. ~Kee..stated he .would be- williixg~ toy sign; .a. "release ~to
the City if it becomes necessary to take additional action to abate~~ 'the
nuisance. It was ' .agreed that twenty-one days should be sufficient
time for the owner to complete the removal of the disabled vessel,. ~ The .

KELLER STREET GARAGE
There being no objection voiced, a discussion of ahe- Keller:. ;'Street
Garage 'construction time schedule ~ and. on-street : down.town~ parking
alternatives. Trent Construction 'has advised they will not be able.=to
.meet the November deadline for "two-floors'' worth of parking a"t ~ the
Keller Street Garage. The "A" Street lot should be .useable. by the
beginning of next week.

The staff presented the following report and recommendations r..1 1
1. ~ .The "A" .Street lot, which .will be ready for ~ use at the- end of th"s
. week, will provide 90 parking spaces, 30 of~ w-hick :are- reserved,
for the McNear Building tenants. It was .recommended the City
offer ao purchase these 3'0 spaces for $2U..00/space/month for .tYie

2:Keller Street will be made .cone-way southbound~~ 'between

3. The mid-block parking lot located on Petaluma Blvd.. North

After some discussion, the following was. added:
8. All one-hour time zones will be expanded to ninety minute time
limit zones . All two-hour zones will remain as is .

It was estimated the removal of parking meter stands, striping of
diagonal spaces and signing will be .accomplished by the first week in
November. The City Council • requested a report outlining the net
number of parking spaces resulting from this action. In addition, the
City Engineer wi~11 investigate the possibility of creating a protected
left turn lane westbound on Washington at Keller, and; will investigate
the possibility of removing one or two .parking spaces at Kentucky and
Washington northbound to create a .right-turn-only lane.

PCDC LOAN
Reso. 85-340 NCS authorizing execution of a loan agreement with the
Petaluma Community .Development Commission for a seven percent,
ten-year loan of $64, 500.00 from Park Development funds for purchase
of property located at 129 Petaluma Blvd. North. Payments would be
in nine annual increments of $9,000.00 with the final payment being
$10,778.71. Introduced by Larry Tencer, seconded by Lynn Woolsey.

PARK MAINTENANCE HOURS .
~~ , :The City Council reviewed a report on park maintenance costs
prepared by the Director of Parks • and Recreation. After some
discussion, it was agreed these figures would be fine tuned with time
to identify the maintenance and operation costs of the various types of
parks so that. the Council and staff would be able to project the future
~. financial impact of specific types. of parks that may be created; i.e.
~• •. ':,turf only.;~...mxed use with playgrounds, passive use,, heavy use such
as softball or soccer fields or tennis courts.
SPEED .ZONES This will be scheduled for discussion at one of the next
Council meetings .
