MINUTES OF MEETING #1 OF THE
GENERAL PLAN COORDINATING COMMITTEE
ROLL CALL: 3:00 p.m.
PRESENT: Councilmembers Bond, Davis, Woolsey, Tencer,
-Vice Mayor Balshaw, Mayor Mattei, Planning Commissioners M.
Patricia Hilligoss and Nancy Read
ABSENT: Councilman Cavanagh and Planning Commissioner Dan Libarle
STAFF AND CONSULTANTS: City Manager John Scharer, Planning

~G'EN•ERAL PLAN ISSUES AND CONSTRAINTS The committee reviewed a
map of the area which had a great number of specific locations and
• . f,,. %~ ideas identified for specific consideration during the general plan
:~.y.,~ update process. It was agreed this map should be made available in
black and white reduced size and/or in the form of a photographic
,. .slide.

COMMUNITY QUESTIONNAIRE The proposed questions were reviewed
.. .Wand revised. This project will be .led by Dr. Steve Orlick from
t .1: ; ,Sonoma State University. His class will make 500 interviews of City
residents. It is expected the survey will have a 90% accuracy factor.
~t, Resu-lts are expected in approximately ,five weeks from the start of the
survey.
F-UTURE MEETINGS The next meetings will be Monday, September 30 at
"~ 3 e00 p . m . and October 14 (a City Holiday) at 7:00 p . m . Staff will be
1'ooking for alternative meeting sites in the meantime.

A STREEET. PARKING LOT
Reso 85-298 NCS :awarding .contract for reconstruction of an expanded
A Street Parking lot to Don Dowd Company of Sebastopol •in the amount
of $197,231.00 (the base bid and no added alternates) . There were
two bid alternatives for Council consideration: one twa''s 4:_"for
disassembling. the old metal .service station and delivering . it"to~ the
City's Corporation, yard; the other was an alternative lightng~ system
consisting,; of interior placement of an additional 23 ornamental; ;cast iron
(Weisbach) .light-. fixtures similar :to those that are in ~ place along the
Fourth Street sidewalk of the McNear building. The estimated •date of
occupancy of the lot is Monday, October 7, which will not see complete
installations of lighting, landscape and punch list., . but the. t parking
surface will again be available for use at approximately that date. •~ The
resolution was introduced by Mayor Mattei and seconded by.° Roland
